What an SSP handles in a district
The district SSP is responsible for law and order, registration and investigation of crime, traffic, security for festivals and rallies, and coordination with intelligence and central agencies. In border districts, narcotics and smuggling also sit on the same desk.
Elections add another duty. The SSP works with the District Magistrate and the Returning Officer on security arrangements, since the officer who manages law and order must also keep the model code of conduct workable on the ground.
The title also appears on functional posts that are not tied to a district, such as SSP Railways, SSP Headquarters and SSP in the CID. When you see SSP in an order, check whether it is a district or a branch posting.
How an officer becomes an SSP
The main route is the UPSC Civil Services Examination, which has a preliminary test, a written mains examination and an interview. Those who join the IPS spend a year or more in training at the Sardar Vallabhbhai Patel National Police Academy in Hyderabad and then serve as Assistant Superintendent and Superintendent of Police in districts.
Promotion to the SSP level depends on years of service and performance reviews. A district posting is where an officer's reputation is usually made, because the SSP is the face of the police during any local crisis.
Reaching the SSP office with a complaint
If your local police station will not register an FIR, the law lets you send the substance of the complaint in writing to the Superintendent of Police of the district, under Section 173 of the Bharatiya Nagarik Suraksha Sanhita (earlier Section 154(3) of the CrPC). The officer can then investigate or direct someone to do so. Keep a copy and the postal or e-mail receipt.
Many districts also run a public hearing day and an online grievance form. Check the district police website for the days, and carry photocopies of your documents, since the office will need them before any action.
SSP, SP, DIG and District Magistrate: who is who
A DIG looks after a range of several districts, so the SSP reports upward to the DIG and the Inspector General above. A District Magistrate (collector) is an IAS officer who heads the civil administration of the same district. The two work side by side: the DM is responsible for revenue and general administration, and the SSP for police and crime.
A common mistake is to treat the SSP as the highest police officer in the state. That position belongs to the Director General of Police.
