Two names for one civic body

BMC is the Brihanmumbai Municipal Corporation, the elected local authority for Greater Mumbai. The same body is also known by its English name, the Municipal Corporation of Greater Mumbai (MCGM), so both abbreviations appear on notices and in news reports.

Its origin is the Bombay Municipal Corporation Act of 1888, which created a unified civic body for the city. The city was renamed Mumbai in 1995, and the corporation's name was changed to match.

Mayor, commissioner and the 227 wards

The BMC has 227 elected corporators, one from each electoral ward, and they are elected every five years. Administratively the city is divided into 24 wards, each headed by an assistant municipal commissioner who reports to the Municipal Commissioner.

The Mayor, chosen from among the corporators, is the civic head but mostly ceremonial. Real executive power sits with the Municipal Commissioner, a senior IAS officer appointed by the Maharashtra government. Spending proposals go through the Standing Committee of corporators, and the post of its chairman is fought over as hard as the mayoralty.

When a term ends without fresh elections, as happened after March 2022, the commissioner runs the corporation as administrator.

What the BMC does every day

It supplies piped water to the city from lakes such as Upper Vaitarna, Modak Sagar, Tansa, Bhatsa, Vihar and Tulsi. It builds and cleans stormwater drains, collects and disposes of garbage, maintains roads and street lights, and runs hospitals, dispensaries and civic schools.

It also handles birth and death registration, trade licences, building permissions and property tax, and runs the Mumbai Fire Brigade. The BEST undertaking, which runs the city's buses and supplies electricity in part of the city, is also a BMC undertaking.

Water supply is visible every year: when the monsoon is weak and the lakes run low, the BMC announces water cuts.

The budget

The BMC's annual budget was about ₹60,000 crore in 2024-25 and higher the following year, which is larger than the budgets of several smaller states. Property tax and water charges are major sources of its own income.

When octroi was abolished in 2017 and GST replaced it, the corporation lost a large revenue source, and the state government began paying a compensation grant. The BMC has also raised money through municipal bonds in the past for water projects.

A large part of the budget goes to salaries, pensions and committed capital works such as roads and water projects, so control over the Standing Committee that clears spending matters a great deal.

Why BMC elections draw national attention

Civic bodies get their powers from the 74th Constitutional Amendment of 1992 and the state's municipal laws, but the BMC polls are watched nationally because of the budget and the city's role as the country's financial capital.

The results are read as a measure of Maharashtra's politics, particularly the contest between the two Shiv Sena factions, the BJP, the Congress and the NCP factions. For exams, the BMC is the standard example of a metropolitan municipal corporation with a mayor, corporators and a commissioner.

Dealing with the BMC: documents, tax and complaints

Most citizens meet the BMC through its ward office. Birth and death registration, property tax bills, trade licences and building permissions are handled there or through the corporation's online services. Keep your property tax account number and your water bill number ready, since forms ask for them.

For complaints about potholes, garbage, water leaks or fallen trees, the BMC runs a helpline on 1916 and an online grievance system. Note the complaint number you are given and quote it in any follow-up.

The ward system is also how the city is divided for emergency work. In the monsoon the disaster management cell coordinates pumping, tree-cutting and relief, and updates on flooding are given through ward offices.

Residents' associations in housing societies often raise ward-level issues together, and a joint letter to the ward officer tends to get a quicker response than separate complaints.

Policy questions that mention Maharashtra's urban governance may link the BMC to the RTI Act, because corporation records and budgets can be requested under it.

The BMC does far more than a city council normally does: it collects and spends a budget larger than many states and runs everyday services for Mumbai. That is why its elections and decisions reach well beyond the city.
