The full form and what the law does

CAA stands for Citizenship (Amendment) Act. Parliament passed it in December 2019 (the Rajya Sabha vote was on 11 December), it received presidential assent the next day, and it came into force on 10 January 2020. The law amends the Citizenship Act of 1955.

Its central provision is a faster route to Indian citizenship for Hindus, Sikhs, Buddhists, Jains, Parsis and Christians who came from Afghanistan, Bangladesh or Pakistan and entered India on or before 31 December 2014. Such persons are not treated as illegal migrants, and the period of residence needed for naturalisation is cut from eleven years to five.

Who qualifies, and where it stops

Three conditions together define eligibility: the person must belong to one of the six named communities, must have come from one of the three named countries, and must have entered India on or before 31 December 2014. Those who arrived later get no protection under this law.

The Act does not apply to the tribal areas of Assam, Meghalaya, Mizoram and Tripura covered by the Sixth Schedule, or to the states where the Inner Line Permit system operates. These carve-outs followed strong objections from the north-east over fears for local demography.

Anyone planning to apply should keep any old passport, school certificate, land or ration record, or a registration with the Foreigners Regional Registration Office, because these help show the date of entry. Check the current rules on the Ministry of Home Affairs portal, since the list of acceptable documents has been revised.

The 2024 rules and how an application works

The Act could not be used for more than four years because its rules were missing. The Citizenship (Amendment) Rules were notified on 11 March 2024, and applications are made on an online portal run by the Ministry of Home Affairs, with a district-level committee and an empowered committee above it handling each case.

An applicant has to show identity, community, country of origin and entry into India before the 2014 cut-off, using documents listed in the rules. Because many migrants have no passport or papers from the country they left, the rules allow certain alternative documents. The final grant of citizenship is by certificate, issued once the application clears the committees.

The 1955 statute the Act amends already lists the ordinary routes to Indian citizenship: by birth, by descent, by registration and by naturalisation. The 2019 amendment works inside that framework and changes who qualifies for the faster route.

What supporters and critics argue

Supporters call it a humanitarian measure for minorities who faced religious persecution in three countries where Islam is the state religion, and stress that it takes away no one's existing citizenship. They also point to earlier Indian decisions that treated particular groups of migrants separately.

Critics rely mainly on Article 14 of the Constitution, which guarantees equality before the law. They say a citizenship law that names religions is discriminatory, particularly in leaving out Muslims, and that persecution is not limited to the three countries listed. The protests of late 2019 and early 2020, including the long sit-in at Shaheen Bagh in Delhi, were built on that argument, and many petitions challenging the law are before the Supreme Court.

CAA, NRC and the exam-relevant facts

The government has said the CAA is not linked to a nationwide National Register of Citizens, and no national NRC has been notified. The Assam NRC, whose final list came out on 31 August 2019 and left out about 19 lakh people, is a separate exercise run under the supervision of the Supreme Court and linked to the Assam Accord.

For competitive exams, the essentials are the full form, the December 2019 enactment, the 10 January 2020 commencement, the March 2024 rules, the six communities and three countries, the 31 December 2014 cut-off, the Sixth Schedule and Inner Line Permit exclusions, and Article 14 as the constitutional provision at the centre of the challenge.

The letters are also used in aviation news for a Civil Aviation Authority in several countries, so read the surrounding words if a headline is about airlines. In Indian politics and law, CAA nearly always means this Act.

The Citizenship (Amendment) Act is a short law with a long shadow: a defined list of communities, a 2014 cut-off, rules notified only in 2024, and a constitutional challenge over equality. For exams the provisions matter, and for general reading so does the debate around them.

CAA Full Form: Common Questions

What is the full form of CAA?

Citizenship (Amendment) Act, the 2019 law that amended India's Citizenship Act of 1955 to create a faster citizenship route for specified communities from three neighbouring countries.

Who is eligible for citizenship under the CAA?

Hindus, Sikhs, Buddhists, Jains, Parsis and Christians who came to India from Afghanistan, Bangladesh or Pakistan and entered on or before 31 December 2014. Applicants must document their community, origin and entry before that cut-off.

When did the CAA come into force, and when were its rules issued?

Parliament passed it in December 2019 and it came into force on 10 January 2020. The rules under which applications are actually processed were notified on 11 March 2024, with an online application system.

Does the CAA apply to Muslims?

No. The Act names six non-Muslim communities from the three specified countries. That exclusion is the core of the constitutional challenge, which argues it violates the equality guarantee of Article 14. Muslims can still apply for citizenship through the ordinary routes of the 1955 Act.

Is the CAA connected to a nationwide NRC?

The government says it is not, and no national NRC has been notified. The Assam NRC, whose final list was published in August 2019, is a separate exercise run under the Supreme Court's supervision.

Does the CAA take away anyone's Indian citizenship?

No. It deals only with how certain migrants can acquire citizenship. It does not change the status of anyone who is already a citizen.
