The officer who signs the order in your district

IAS means Indian Administrative Service. It is the premier administrative arm of the All India Services, along with the Indian Police Service and the Indian Forest Service. Its officers serve the Government of India as well as the individual states.

When people say the collector sahib came to inspect the flood relief, they usually mean an IAS officer. The same cadre also staffs ministries, public sector undertakings and regulators.

From the ICS to the IAS

Before 1947 the top civil service was the Indian Civil Service, in place from 1858 to 1947. After Independence the Indian officers of the ICS became the nucleus of the Indian Administrative Service, and the Indian Police Service replaced the Imperial Police.

The service rests on Article 312 of the Constitution and the All India Services Act, 1951.

How a typical career moves

A newly confirmed officer first serves a probation period, including district training and a posting as a sub-divisional magistrate. Then comes the district posting as district magistrate and collector, which lasts several years. Later an officer may head a whole state division as divisional commissioner.

At higher levels, officers can lead departments or ministries. Some go on deputation to the World Bank, the IMF or the United Nations. IAS officers are also involved in conducting elections under the supervision of the Election Commission of India.

The exam road, in plain words

The main road is the Civil Services Examination run by the UPSC, in three stages: Preliminary, Main and Interview. You need a bachelor's degree. At the time of writing the general category age limit is 32 years with six attempts, with relaxations for OBC, SC, ST and some other groups, but read the current notification because rules are revised.

Candidates recruited this way are called direct recruits. Roughly one-third of cadre posts are filled by promotion from state civil services, so direct recruits and promotees work side by side.

Training and cadre allotment

After selection you train at the Lal Bahadur Shastri National Academy of Administration in Mussoorie, Uttarakhand. Cadre allotment decides which state you serve in, based on your rank, preference and the vacancies in each cadre.

Most officers spend the larger part of their career in the cadre state, with periods of central deputation in between.

Some honest things about the job

The IAS has high status, but the work involves political pressure, transfers and long hours as much as it does power. The bureaucracy is meant to stay politically neutral and give continuity to whichever party or coalition governs.

Senior officers have also gone on to constitutional posts after retirement, such as Chief Election Commissioner or CAG. Pay and allowances follow the pay matrix, so check official pay commission documents instead of any figure on a coaching poster.

Common misunderstandings about IAS

IAS is not an exam. The exam is the Civil Services Examination, and IAS is only one of the services it fills. Your rank, along with your service preference, decides whether you get IAS, IPS, IFS or one of the central services.

Another mix-up is the title. District collector, district magistrate and deputy commissioner are all posts held by IAS officers, and the name changes by state. The IAS itself is a service, not a post.

If IAS is your goal, read the UPSC notification each year for the rules on age limits, attempts and eligibility. The UPSC website is where the current rules are final.
