An officer cadre, not a police force

IPS is the Indian Police Service, the police arm of the All India Services. It is easy to get this wrong: the IPS is not a force with its own uniformed ranks across the country. It supplies the senior officers who lead the police.

Along with the Indian Administrative Service and the Indian Forest Service, it is one of the All India Services, which means its officers can serve both the Union Government and individual state governments. All India Services are provided for by Article 312 of the Constitution and governed by the All India Services Act, 1951.

Where an IPS officer might be posted

Most officers start in a state cadre, leading a district's police as a superintendent (SP). The same service also provides leaders for the Central Armed Police Forces such as the BSF, CRPF, CISF, SSB and ITBP, and for agencies like the NSG, NCB and the Railway Protection Force.

Officers also serve in the Intelligence Bureau, the NIA and the CBI. The work covers public order, crime investigation, intelligence, VIP security, counterterrorism, border and railway policing, smuggling, drug trafficking and economic offences.

A constable on the street or a DSP in a district is usually recruited by the state. The IPS sits above that as leadership.

Not every officer wears a uniform all the time. Those in intelligence, vigilance, training or policy roles may work in plain clothes, and some serve on deputation in ministries, public sector companies or international missions. The cadre system also means that an officer from Uttar Pradesh, for instance, may be allotted to a different state, which is why so many serve far from home.

The ranks, from first posting to the top

A new officer first spends time at the Sardar Vallabhbhai Patel National Police Academy in Hyderabad, then serves under training in the cadre state. The early posting is usually as an Assistant Superintendent of Police or an Additional SP in a sub-division.

With seniority comes the rank of Superintendent, then Deputy Inspector General, Inspector General, Additional Director General and Director General of Police. Each state has one Director General who heads its police force. The Union Government and the state decide the promotions and postings, so careers can look very different even for people of the same batch.

The route in, and what comes before it

The usual route is the Civil Services Examination run by the UPSC, the same exam that feeds the IAS and IFS. Your rank and your preference list decide whether you get the IPS. Eligibility rules change from time to time, so read the current notification and do not rely on a coaching blog.

Many aspirants list IAS first and IPS second, and the final allotment depends on your rank, your preferences and the vacancies in that year. So the service you get may not be the one you had pictured when you started preparing.

Salary comes up in searches constantly. It follows the government pay structure and allowances change with posting, so the honest answer is to check the latest figures from official sources rather than a number in a video.

Where it came from

Its roots lie in the Indian Imperial Police. The Indian Councils Act of 1861 laid the base of a modern police structure, and the first open competitive examination for the Imperial Police was held in England in 1893. Indians were allowed into the service in larger numbers from the 1920s, when the exam began to be held in India as well.

After Independence the Imperial Police was replaced by the Indian Police Service, and the first batches of the new service were recruited in 1948. The Indian Police Service also appears in the news for shortages of officers in some states, so look for the latest government data if you need numbers.

The other IPS: the display on your phone

Outside policing, IPS stands for In-Plane Switching, a type of liquid-crystal display panel found in phones, monitors and laptops. It is known for good viewing angles and colour. If you came here from a phone review, that is your meaning.

The two have nothing in common except the letters. A sentence about officers, districts or the UPSC is about the service; a sentence about screens, refresh rates or brightness is about the panel.

If you are preparing for it, start with the UPSC syllabus and last year's notification. The title sounds glamorous in films, but the actual job is long hours, transfers and a lot of paperwork.
