What a Commanding Officer Is
A Commanding Officer is the officer placed in charge of an independent unit, such as an infantry battalion, an armoured regiment, a warship, an air station or a police battalion.
The appointment carries authority over operations, discipline, training, welfare and equipment. A CO is answerable for everything the unit does or fails to do.
It is a post and not a rank, so the same title is held by different ranks depending on the service and the size of the unit.
A unit's colours, customs and nickname all sit behind that one door, which is why command of a unit is treated as a milestone in an officer's career.
Which Rank Holds the Appointment Depends on the Service
In the Indian Army an infantry or armoured battalion is usually commanded by a Colonel, selected for the post and not simply by seniority.
In the British and American armies the same appointment is normally held by a Lieutenant Colonel, which is why films and books describe battalion COs at that rank.
At sea, the commanding officer of a ship is addressed as Captain by custom, whatever the actual rank, and the rank depends on the ship: a patrol vessel may be commanded by a Lieutenant Commander and a large warship by a Captain. An air force squadron in the Indian Air Force is commanded by a Group Captain or a Wing Commander, and a station by a Group Captain or higher, depending on the type of unit.
In the central armed police forces the equivalent appointment is Commandant of a battalion (in forces such as the CRPF and the BSF), working with a Second-in-Command in a structure that mirrors the army.
The People Around the CO
The Second-in-Command, or 2IC, is the senior deputy, ready to step in and usually responsible for the unit's day-to-day administration.
The Subedar Major, the senior Junior Commissioned Officer, carries the soldiers' concerns up to the CO and helps keep regimental traditions alive. The role is similar to a Regimental Sergeant Major in other armies.
Company and squadron commanders sit below, each running a sub-unit, while the CO sets priorities, settles disputes and signs off on leave, punishment and postings.
Powers, Duties and Responsibilities of a CO
Discipline comes first. A CO can award minor punishments, begin proceedings for serious offences, and is the first authority a soldier meets when something goes wrong.
Operationally the CO plans missions, allocates tasks and answers for decisions taken in the unit's area. Authority and answerability travel together.
The welfare side is no smaller. Family matters, housing, canteen issues, hospital visits and casualty notifications all land on the CO's desk, especially when the unit is deployed away from home.
The CO also sets the tone of the unit in smaller ways. Troops are addressed in a Sainik Sammelan, a formal gathering where the CO speaks to the men and listens to their concerns, and the CO signs the unit's orders. A typical notice names the officer with the unit, as in Colonel Sharma, CO of a particular battalion.
How an Officer Becomes a CO, and the Abbreviation Elsewhere
Officers arrive through NDA, CDS, technical entries or other routes, and then spend many years commanding platoons and companies before being considered for a battalion.
The appointment comes after company command, staff and instructional postings and selection to the rank of Colonel. It is competitive, and not every officer gets a unit to command.
Elsewhere the abbreviation is ambiguous. CO can mean Circle Officer in the Uttar Pradesh police, c/o (care of) in addresses, Company in some armies, Colorado in the US, or carbon monoxide in chemistry and safety notices.
Command is less about the badge on the shoulder than the name on the door: one officer, ultimately responsible, with a 2IC, a Subedar Major and a unit that depends on their judgement.
