How an STF unit is built

The full form of STF is Special Task Force. It is a specialised police unit raised by a state government for a defined job, such as a gang, an insurgency, a smuggling route or a notorious bandit. Some units are wound up when the job ends. Others become permanent, as the Uttar Pradesh STF has.

Officers are drawn on deputation from district police, armed battalions and specialist wings, chosen for fitness, marksmanship and field record. There is no separate STF recruitment exam. You join your state police first and are picked later.

The unit is headed by a senior officer, often an Inspector General, Deputy Inspector General or Senior Superintendent of Police, depending on the state. It reports to police headquarters rather than to a district, so it can move across district lines without waiting for local permission. For rank terms, see DIG.

Many state forces carry the prefix in the name (UP STF, Assam STF, West Bengal STF), which is why news reports say which state's task force acted.

STF, CRPF or Army: who is who

An STF is created by a state government. Its officers arrest under ordinary criminal law, file charge sheets in normal courts and answer to the state home department.

Forces such as the CRPF, BSF and ITBP are central armed police forces under the Ministry of Home Affairs. They are deployed across states for border guarding, counter-insurgency and law and order, and are not raised for a single case.

The Indian Army is separate again. It is called in to help civil authorities only when the state or Centre requests it, and in a few areas it operates under special powers legislation. Soldiers do not investigate crimes or file charge sheets the way police do.

A simple test for exam answers: if the force is raised by a state and uses ordinary criminal law, it is police. If it sits under the Ministry of Home Affairs and moves between states, it is a central force.

Training and fieldwork inside an STF

Training runs from a few weeks to several months and covers close-quarter shooting, counter-ambush drills, night movement, surveillance and operating in built-up areas.

Most of the work happens before any operation: tracking suspects, surveillance authorised under law, building informer networks, and coordinating with the Intelligence Bureau or the NIA when a case crosses state lines.

On the ground, teams often work in plain clothes. Raids are timed carefully, because a tip-off turns a raid into a chase.

STF officers remain bound by the same law as every police officer. Arrests must follow procedure, and deaths in an encounter are investigated under guidelines laid down by the Supreme Court and the National Human Rights Commission.

Operations and units that made the name familiar

The Uttar Pradesh STF was formed in 1998 to deal with organised gangs and has handled gangster, arms and narcotics cases across the state since. It drew national attention in July 2020, when gangster Vikas Dubey, wanted for the killing of eight policemen at Kanpur, was caught in Madhya Pradesh and died in an accident while being brought back by an STF team.

The best-known older example is the joint Special Task Force that Tamil Nadu and Karnataka set up in the early 1990s to hunt the forest brigand Veerappan, a pursuit that ended in 2004.

In Chhattisgarh and Jharkhand, specialised police units lead operations against Maoists in forested terrain where district police are badly outnumbered.

Drug cases get task forces too. Punjab's STF has worked on narcotics, often alongside the Narcotics Control Bureau.

The same letters outside Indian policing

Outside India, Sri Lanka's Special Task Force is an elite police commando unit. In news from neighbouring countries, the name usually means that police unit, so read the dateline.

Students meet the abbreviation in general studies and current affairs material on internal security. Knowing that an STF is a police unit and not part of the army is a common exam distinction. The same name can also be used for any temporary government team, such as a task force set up by a ministry.

Because the term is so generic, read the line below the headline. In Indian news, STF almost always means a state police Special Task Force, but check whether the report is about police, a central force or a committee.

When a headline mentions an STF operation, it means the Special Task Force: a team of selected police officers brought together for one job, answerable to the state and to the courts like any other police.
