Where PDF came from
Portable Document Format was developed by Adobe Systems, in a project started by co-founder John Warnock, and was released in 1993 with the first version of Adobe Acrobat. It grew out of PostScript, Adobe's page description language used in printing.
For its first years the specification was Adobe's own. In 2008 it was published as an open standard, ISO 32000-1, so anyone can build software that reads or writes PDFs without paying Adobe.
The goal was plain: send a document to someone and have it look the same whether they open it on Windows, a Mac, an Android phone or a printer.
How a PDF keeps its layout
A PDF page is a description of exactly where each piece of text, line and image sits on a sheet. Fonts can be embedded inside the file, so the reader does not need your typeface installed.
That is why a PDF is fixed-layout: text does not reflow when the window changes size, as it does on a web page or in a word processor. It also means a PDF is awkward to read on a small phone screen unless you zoom.
Images, tables and scans travel inside the file, and the whole file can be compressed. Bookmarks and internal links let you jump around a long document, which is useful for a 200-page report.
What a PDF can contain
Modern PDFs can carry fillable forms, checkboxes, hyperlinks, attachments, comments, passwords and digital signatures. In India a PDF signed with a Digital Signature Certificate (DSC) is widely used for tenders, company filings and income tax documents.
A scanned PDF is only a picture of text until it goes through OCR (OCR), which converts the image into searchable, selectable characters. This is worth doing for old certificates and for replies received under the RTI Act that arrive as scans.
Most web browsers open PDFs without extra software, and most operating systems and office programs can 'print' or 'save as' a PDF, so creating one is usually free.
Security is another reason for the format's popularity. A PDF can be locked against editing or printing, protected by a password, and stamped with a visible digital signature. This does not make the file tamper-proof, since a determined person can often extract the content, but it makes casual changes less likely. Anyone who receives an important PDF, such as a marksheet or a sale agreement, should confirm it with the issuer if anything looks wrong.
PDF versus Word, images and PDF/A
Use a PDF when the layout must not move: admit cards, mark sheets, signed agreements, invoices and price lists. Word files are better when others will edit the text, while PNG or JPEG suits single photographs and screenshots but becomes unwieldy across many pages.
PDF/A, defined in ISO 19005, is a stricter version meant for long-term archives. It requires fonts to be embedded and bans features such as encryption and external links, so that the document can still be opened decades later. Libraries, courts and record offices ask for this form.
Check the size limit before you upload. Many portals cap uploads at a few hundred kilobytes to a couple of megabytes, and a high-resolution scan of a mark sheet can exceed that. Re-scan at a lower resolution or use a compression option rather than shrinking the page.
PDF in everyday Indian use
Invoices under GST, bank statements, insurance policies, offer letters and e-tickets circulate as PDFs, and under the Information Technology Act, 2000, electronic records and electronic signatures can have legal recognition.
Government departments publish circulars, tenders and results as PDFs, and exam bodies issue admit cards and score cards in the same format. Students quickly learn that a portal will often let them download a document as a PDF and nothing else.
If you need the data rather than the page, you can convert a PDF to Word or Excel, but complex tables seldom convert cleanly on the first attempt, and you should proofread the result.
A PDF is a good choice whenever a document must look the same for every reader. Remember what the letters stand for, keep the file size within the portal's limit, and run OCR on scans you want to search.
