What the PDS full form means and how it grew

The PDS full form is Public Distribution System, the government's food security network. It grew out of wartime food rationing in the 1940s, and was extended into a nationwide scheme through the 1950s and 1960s.

Since 1997 it has run as the Targeted Public Distribution System, aimed at poorer households rather than everyone, with state governments issuing ration cards in separate categories.

Grain moves in three steps. The Food Corporation of India buys wheat and rice from farmers at the minimum support price (MSP), stores it in depots and silos, and allocates it to states.

States then pass it to fair price shops, of which there are more than five lakh, most run by licensed private shopkeepers. A cardholder collects the month's quota there.

Entitlements under the National Food Security Act, 2013

The National Food Security Act of 2013 gave the system a legal footing, covering up to 75 per cent of rural and 50 per cent of urban households, or roughly 80 crore people, with a legal right to foodgrains each month.

A Priority Household is entitled to 5 kg per person per month. The poorest families are identified under the Antyodaya Anna Yojana, launched in 2000, which entitles a household to 35 kg a month regardless of its size.

The issue prices set by the Act were ₹3 a kilo for rice, ₹2 for wheat and ₹1 for coarse grains. Since January 2023 the Centre has supplied these entitlements free of charge to the same beneficiaries under the Pradhan Mantri Garib Kalyan Anna Yojana, a scheme extended for five years from January 2024. Always check your state's current arrangement, because states can add items such as pulses, sugar or oil.

Kerosene was part of the older basket as well, and its allocations have been cut as LPG connections reached rural households.

Cheap grain is only one purpose of the system

For farmers, procurement at MSP is a dependable buyer for wheat and rice in the surplus states, which is why procurement policy and distribution policy are always argued together.

For the market, the buffer stocks held by the FCI help keep food inflation in check when a weak monsoon or a war pushes prices up, and those same stocks are released in drought years.

For the household it is a monthly subsidy on the most basic expense, which is why every state election brings promises about free or cheaper ration.

There is a cost behind that subsidy. The Centre pays farmers the MSP and supplies grain to beneficiaries at a far lower price or free, with procurement, storage and interest costs added on top. The whole difference shows up as food subsidy in the Union budget.

Leakage, Aadhaar and one nation one ration card

The classic complaint was leakage: grain reaching shops without matching cards, and cards without any real family behind them. Surveys through the 2000s found large shares of subsidised grain unaccounted for in several states.

Aadhaar seeding of cards, electronic point-of-sale machines inside shops and digitised monthly data on lifting and sale have closed many of those routes and made the trail auditable.

One Nation One Ration Card, launched in 2019 and extended to all states and union territories, lets a migrant worker collect the family's quota in the city where they live instead of travelling back to the village.

During the pandemic, from 2020 to 2022, the Centre also gave an extra 5 kg of free grain per person per month under PMGKAY on top of the normal entitlement.

How to get or fix a ration card

Ration cards are issued by state governments, so the application goes to the state food and civil supplies department, usually through its website or a local office. You normally need proof of identity and address, Aadhaar numbers of family members, a photograph of the head of the family and income proof where the state asks for it.

Common problems are a name missing after marriage, a deceased member still listed, or a family eligible for a BPL or Priority card receiving the wrong category. Each can be corrected by applying for an update at the state portal or at a fair price shop's supervising office. Keep the application receipt and follow up with the district supply officer if there is no reply.

PDS, the Public Distribution System, is procurement, storage and a subsidised counter in one chain. Check the category printed on your ration card, because it decides your quota.
