Who fixes MSP and how often

The Minimum Support Price is recommended by the Commission for Agricultural Costs and Prices (CACP), an expert body that works under the Ministry of Agriculture and Farmers' Welfare and has carried this name since 1985.

The Cabinet Committee on Economic Affairs approves the recommendation and announces the number. Kharif MSPs are normally declared around the start of the sowing season in June, and rabi MSPs in the autumn before rabi sowing, so farmers know the floor before they plant.

MSP is announced for 22 mandated crops: cereals, pulses, oilseeds and a few commercial crops. Sugarcane has a separate Fair and Remunerative Price (FRP), which works differently because sugar mills are the buyers.

How the MSP number is calculated

CACP works from cost data in two forms. A2 is the paid-out cost of seed, fertiliser, labour, fuel and irrigation. A2+FL adds an imputed value for the farmer's own family labour. A third measure, C2, also counts rent on owned land and interest on owned capital.

Since the 2018-19 Union Budget, the government's stated policy is to fix MSP at least 1.5 times the A2+FL cost. Whether that amounts to a genuine rise in income depends on which cost base you use, and that argument comes back in almost every farm policy debate. Many farmer groups want the C2 cost used instead.

The commission also weighs demand and supply, market price trends, the price relationship between competing crops, the cost of living and the effect on industrial users before it recommends a figure.

MSP versus actual procurement

MSP is a price assurance, not a purchase order. Actual buying at MSP is done by government agencies: the Food Corporation of India (FCI) and state agencies for wheat and paddy, the Cotton Corporation of India for cotton, and NAFED and state agencies for pulses and oilseeds. Most of the buying is concentrated in states such as Punjab, Haryana, Madhya Pradesh, Chhattisgarh and Telangana.

A high-level committee that reported in 2015 used NSSO data to estimate that only around 6% of farmers sold at MSP. The share was much lower in eastern states. Where APMC mandis are weak or procurement centres are far away, the announcement does little for what the farmer actually receives.

Private traders are not legally required to pay MSP. Bihar repealed its APMC Act in 2006 and has no regulated mandi network, which shows that procurement machinery, not the announcement, decides whether the floor price is real.

Recent MSP figures and a worked example

For the 2025-26 kharif season the government set the MSP of common paddy at ₹2,369 a quintal, and for the 2026-27 rabi marketing season it set wheat at ₹2,585 a quintal, up ₹160 from the previous year. A quintal is 100 kilograms. These numbers are revised every season, so check the latest Cabinet decision.

Take a farmer in Haryana who delivers 50 quintals of wheat to a procurement centre at ₹2,585. The payment is ₹1,29,250, usually credited to the bank account linked to the registration. If the same farmer sells to a trader at ₹2,300 in a weak market, the loss is ₹285 on every quintal, or ₹14,250 on the lot. That gap is what MSP is meant to protect against.

These increases also influence food prices, because wheat and rice feed the public distribution system under the National Food Security Act, which covers roughly 80 crore people.

How a farmer actually sells at MSP

Procurement runs through state registration. A farmer registers on the state's procurement portal or at a local centre with land records, Aadhaar and bank details, and is given a date to bring the produce. The grain must meet quality norms on moisture and foreign matter, and procurement is usually limited to a notified window each season.

For pulses and oilseeds, purchases under the PM-AASHA scheme are capped as a share of production in each state, which is why a farmer should confirm the cap and the dates with the nearest agriculture office before harvest.

The legal guarantee debate

Farm unions have demanded a legal entitlement to MSP for all crops, not just an assurance. This was a central demand during the 2020-21 farmers' protest, which ended after the three farm laws on trade outside mandis were repealed in 2021. The MSP question remains open.

The government points to procurement and to schemes such as PM-AASHA, while critics note the cost and logistics of buying every crop at a fixed price. A nationwide legal guarantee would raise questions about storage, exports and budget support, which is why the debate has no quick answer.

MSP is a signal plus a promise: a number announced before sowing, backed by actual buying only where procurement machinery exists. Check whether your crop, your state and your nearest procurement centre make the floor price real for you.

MSP Full Form: Common Questions

What is the full form of MSP?

The full form of MSP is Minimum Support Price. It is the floor price the Government of India announces before each sowing season for 22 mandated crops, at which government agencies buy when market rates fall below it.

Who announces MSP in India?

The Commission for Agricultural Costs and Prices (CACP) recommends the figure, and the Cabinet Committee on Economic Affairs approves and announces it. CACP works under the Ministry of Agriculture and Farmers' Welfare.

Is MSP legally binding on private buyers?

No. Only government agencies buy at MSP, and mainly for wheat, paddy, cotton, pulses and oilseeds. Private traders can buy below MSP, which is why farmers in states with weak procurement often do not benefit from the announcement.

Which crops come under MSP?

Cereals such as paddy, wheat, maize, jowar, bajra, ragi and barley; pulses including tur, moong, urad, gram and masur; oilseeds like soybean, groundnut and mustard; and commercial crops such as cotton, raw jute and copra. Sugarcane is covered by the FRP.

What is the difference between MSP and procurement price?

MSP is the announced floor for the season. Procurement is the actual purchase by FCI, CCI, NAFED or state agencies at that price, subject to quality norms and limits, so an announcement does not guarantee a sale for every farmer.

What is the difference between MSP and FRP?

MSP is for crops such as wheat, paddy and pulses and is backed by government purchase. FRP is the minimum price that sugar mills must pay for sugarcane, fixed by the central government, and mills, not government agencies, are the buyers.
