What the Ministry of Defence does

The MOD full form is Ministry of Defence, the Union ministry responsible for the Indian armed forces, defence procurement and defence policy. It works from South Block in New Delhi, alongside the Ministry of External Affairs. The Defence Minister heads it, and Rajnath Singh has held the post since 2019.

The Defence Secretary, the seniormost IAS officer in the ministry, handles civil administration, while the chiefs of the Army, Navy and Air Force run their services through their own headquarters. Policy, budget and procurement flow through the ministry.

The Union Budget 2026-27 set the defence outlay at about ₹7.85 lakh crore, roughly 15 per cent more than the year before, with more than ₹2 lakh crore for capital spending. That split matters: revenue spending pays salaries, rations, fuel and operations, while capital spending buys aircraft, ships, weapons and ammunition. Defence pensions are shown as a separate head in the Union Budget, so the headline defence figure and the pension bill should not be added up carelessly.

Baldev Singh led the defence portfolio in the 1946 interim government and was independent India's first Defence Minister.

What sits under the ministry

Besides the three services, the MOD includes the Indian Coast Guard, which works under it, and the Department of Military Affairs, created in 2020 and headed by the Chief of Defence Staff, the first time a serving military officer has headed a ministry department.

Research and development come through the DRDO under the Department of Defence Research and Development. It has developed systems such as the Agni and Prithvi missile families, while the BrahMos cruise missile is made by an Indo-Russian joint venture. Production runs through defence public sector undertakings such as HAL, BEML, Bharat Dynamics, Mazagon Dock and Garden Reach.

The ordnance factories were corporatised in October 2021 into seven defence PSUs under the ministry. The Border Roads Organisation builds roads, tunnels and airfields along the Line of Actual Control and the Line of Control. Veterans' welfare, including pension matters, is handled by the Department of Ex-Servicemen Welfare.

How the ministry is organised and how it buys

Work is split across five departments: Defence (policy and capital acquisition), Defence Production, Defence Research and Development, Ex-Servicemen Welfare and, since 2020, Military Affairs. Each is led by a secretary, with the Defence Secretary as first among them.

Capital purchases follow a fixed route. A service raises a requirement, the Defence Acquisition Council clears it under the Defence Acquisition Procedure, and the contract is signed after trials and price negotiation. Preference for Indian-made equipment and offset conditions for foreign vendors are built into the rules.

A positive indigenisation list, first issued in 2020 and extended since, bars imports of a long list of defence items so that DRDO, HAL, BEL and private Indian firms can supply them. Two defence industrial corridors, in Tamil Nadu and Uttar Pradesh, are meant to build that supply chain.

Tri-service integration is the other reform. The Andaman and Nicobar Command, the Strategic Forces Command and the Defence Cyber and Defence Space Agencies bring the three services together, an idea the post of CDS was created to push after the Kargil Review Committee recommended it.

Two confusions worth clearing

MOD is not the Indian Army. The ministry is the political and administrative layer above the services. Operational command rests with the service headquarters and the theatre structures.

The other mix-up is linguistic. In gaming chats and on social media, 'mod' usually means a moderator or a game modification. Britain also has a Ministry of Defence with the same abbreviation, so a news item on 'MOD' may be about London rather than Delhi. Check the context before assuming which one is meant.

Where the ministry appears in exams and public life

Questions on the MOD show up in UPSC, SSC and NDA papers: the defence budget, DRDO programmes, defence PSU ownership and the tri-service command restructuring are recurring themes.

For citizens, the ministry publishes an annual report covering procurement, recruitment and border works, and answers RTI requests on non-classified matters through its public information officers. Recruitment to the armed forces, including the Agnipath scheme, is run by the services under policy set by the ministry.

Ex-servicemen can also use the ministry's welfare department for pension queries, the ECHS health scheme and resettlement courses, and each has a helpline listed on the official site.

MOD, the Ministry of Defence, is the civilian ministry above the armed forces, controlling procurement, defence production and the sector's budget. When you read a defence headline, ask whether it is a service decision or a ministry decision.
