Where the ADM sits in a district

A district in India is headed by a District Magistrate, also called District Collector or Deputy Commissioner depending on the state. The Additional District Magistrate works directly under that officer and exercises part of the district's executive, revenue and magisterial powers.

Larger districts usually have more than one ADM, each handling a portfolio such as finance and revenue, law and order, land acquisition, civil supplies or the city area. Below the ADM come the Sub-Divisional Magistrates (SDM), tehsildars and other revenue officials.

What an ADM actually does

The ADM has magisterial powers as an Executive Magistrate, delegated by the state government. Under the Code of Criminal Procedure these included preventive powers such as prohibitory orders under Section 144 (now Section 163 of the BNSS), and powers over unlawful assemblies and public nuisance. Those provisions are now in the BNSS.

On the revenue side the ADM may hear land disputes and appeals from lower revenue officers, supervise land records and acquisition, and look after collection of dues. In many districts the ADM also signs or supervises arms licences, certificates and civil supply matters.

In an emergency such as a flood, fire or epidemic, the ADM helps run relief under the Disaster Management Act, 2005, for which the District Magistrate chairs the district authority. At election time the ADM often serves as a key election officer, in charge of arrangements for polling and counting.

How the post is filled and what it is called elsewhere

Most ADMs are officers of the state civil service (PCS or equivalent), promoted after years as SDM, tehsildar or in other posts, and some posts are held by officers of the IAS. The route to become one is therefore usually a state public service commission exam, such as the UP PCS or BPSC, followed by promotions.

The exact title differs by state. In Uttar Pradesh and Bihar it is ADM. In Maharashtra the equivalent is Additional Collector, and in Punjab and Himachal Pradesh it is Additional Deputy Commissioner. Always read the state's own notification, because powers and portfolios vary.

In the Union Territory of Delhi, ADMs work in each district under the District Magistrate, with the Delhi government's revenue department.

ADM for aspirants and common confusions

The ADM is not the same as an Assistant District Magistrate, a term sometimes used loosely. The standard rank in official notifications is Additional District Magistrate. Do not mix it up with the DM, who is the head of the district, or with the SDM, who heads a sub-division.

For competitive exams such as state PCS and the UPSC civil services, the examinable points are the district administration hierarchy, the magisterial powers and the difference between DM, ADM and SDM.

Context almost always settles which one is meant. A district notification means the magistrate, a stock report means the company and an electronics syllabus means the modulation scheme.

What to expect at an ADM office

The ADM usually sits at the district headquarters, in or near the collectorate. Citizens meet the office for matters such as arms licences in some districts, orders on land disputes, sanction of public events, relief after floods or fires, and verification that moves between the tehsil and the District Magistrate.

Two practical tips help. First, check which subjects the District Magistrate has delegated to the ADM in your district, because the allocation is by government order and differs between districts. Second, keep copies of every application with the diary or receipt number, since matters move between the tehsildar, the sub-divisional magistrate and the ADM.

Keep in mind that a notification for ADM posts is for the state administrative service or IAS promotees in most states, so the eligibility rules come from the state recruitment body and the government order for that state, not from a single national rule.

ADM is a district-level post that many people only meet through a certificate, a licence or a land case. Reading the state notification tells you exactly which powers a particular ADM holds.
