What UNEP is and how it began

The full form of UNEP is United Nations Environment Programme. It was created by the UN General Assembly in December 1972, after the UN Conference on the Human Environment held in Stockholm in June that year, the first major global conference on the environment.

UNEP is headquartered in Nairobi, Kenya, one of the few UN bodies based in the developing world. It has regional offices covering Asia and the Pacific, West Asia, Africa, Europe, Latin America and North America.

Its job is to set the environmental agenda inside the UN system, coordinate the work of UN agencies on environment, and support countries, especially developing ones, with policy, data and expertise. Much of its funding comes from voluntary contributions by governments.

Treaties and reports shaped by UNEP

UNEP supported the negotiations behind the Montreal Protocol of 1987, which phased out ozone-depleting chemicals and is widely described as one of the most successful environmental treaties. It also hosts the secretariats of the Basel, Rotterdam and Stockholm conventions on hazardous chemicals and waste, and the Minamata Convention on mercury.

With the World Meteorological Organization, UNEP set up the Intergovernmental Panel on Climate Change (IPCC) in 1988. It supplies scientific groundwork for the UN climate talks run under the UNFCCC, and it administers the secretariat of the Convention on Biological Diversity in Montreal.

Its flagship publications are cited in climate coverage worldwide: the Global Environment Outlook, the Emissions Gap Report, usually released before the annual climate conference, and the Adaptation Gap Report. These are the numbers behind most headlines about whether the world is on track.

Campaigns and the UN Environment Assembly

World Environment Day, on 5 June, has been marked since 1973, with a different host country each year. India hosted it in 2018 with the theme of beating plastic pollution. UNEP also leads campaigns tied to World Ozone Day and to plastic and air pollution.

The UN Environment Assembly, which meets in Nairobi and has all 193 UN member states, is UNEP's governing body. It was upgraded from the earlier Governing Council in 2012 and 2013, and it is the forum where global environmental resolutions are agreed.

UNEP has no enforcement arm. It cannot fine a country for polluting. What it can do is set definitions, reporting standards and global targets that governments then write into domestic law.

The ozone story is the clearest proof that this works. Scientific assessments fed the Montreal Protocol, the phase-out of ozone-depleting chemicals followed, and the ozone layer is now on a slow path to recovery.

How UNEP works with India

India attended the 1972 Stockholm conference, and the event is widely seen as a push for the country's own environmental institutions. India set up a Department of Environment in 1980, later upgraded to a ministry, and passed the Environment (Protection) Act in 1986.

Today UNEP works with the Ministry of Environment, Forest and Climate Change and with Indian institutions on air quality, waste management, clean energy and biodiversity, providing technical expertise and helping bring in funding for programmes that Indian agencies run on the ground.

It also publishes assessments that cover India among other countries, and its data feed the policy debates in Delhi and in the states. For the Indian body that regulates pollution at home, see PCB and for related UN bodies see UNESCO and WHO.

The pattern is global standards set with UNEP's involvement and national implementation led by Indian institutions. For a student, that is the useful way to remember it: UNEP advises, publishes and convenes, while enforcement happens through national laws and agencies.

UNEP and look-alike bodies

UNEP is not the same as UNDP (the UN Development Programme) or UNFCCC (the climate convention secretariat in Bonn). UNEP is the environmental programme, UNDP works on development broadly, and UNFCCC runs the climate negotiations.

UNEP also differs from the IPCC, which assesses climate science, and from the UN Environment Assembly, which is its governing body and not a separate organisation. It is also separate from the World Wide Fund for Nature (WWF), a private conservation charity. See WWF for the different meanings of those letters.

For exams, the key facts are year of creation (1972), headquarters (Nairobi), the link to the Stockholm conference and the date of World Environment Day (5 June).

UNEP, the United Nations Environment Programme, is the UN's environmental voice: created in 1972, based in Nairobi, and behind many of the reports and campaigns that keep the environment on the world agenda.
