What the WHO actually does

The World Health Organization began work when its constitution came into force on 7 April 1948, a date now marked every year as World Health Day. Headquarters are in Geneva, it has 194 member states, and its constitution defines health as complete physical, mental and social well-being, not merely the absence of disease.

The work runs in three streams: setting norms and standards, such as the International Classification of Diseases, the Essential Medicines List and vaccine prequalification; running technical programmes on disease, nutrition and health systems; and declaring public health emergencies. Tedros Adhanom Ghebreyesus of Ethiopia has been Director-General since 2017.

The name is often confused with the English question word, so in writing the organisation is always capitalised as WHO, and in speech people say each letter. Its governing body is the World Health Assembly, which meets every year in Geneva with delegates from all member states and approves the budget and the Director-General's election.

The WHO in India: New Delhi and Jamnagar

India belongs to WHO's South-East Asia Region, and the regional office is in New Delhi. It is one of six regional offices, alongside Africa, the Americas, Europe, the Eastern Mediterranean and the Western Pacific, and it serves eleven countries.

Two Indian markers are worth remembering. India was certified polio-free by the WHO in March 2014, three years after its last wild polio case in January 2011. In 2022 the WHO established its Global Centre for Traditional Medicine at Jamnagar in Gujarat, the first global centre of its kind.

India also works with the WHO on tuberculosis, tobacco control and road safety. The WHO country office in New Delhi works with the Ministry of Health and Family Welfare, state governments and research bodies, offering technical support, and it does not run India's health system.

What the WHO can order, and what it can only advise

Most WHO guidance is advisory, because public health remains a national subject. The main exception is the International Health Regulations, revised in 2005 and legally binding, which oblige member states to report certain outbreaks, maintain surveillance capacity at ports and airports, and avoid unnecessary trade or travel bans.

The loudest signal is a public health emergency of international concern (PHEIC). COVID-19 received that label on 30 January 2020, and the WHO ended it on 5 May 2023. The same machinery has been used for polio, Ebola and mpox, and an emergency declaration helps unlock funding and coordinated response.

Smallpox, polio and tobacco: what worked

Smallpox is the headline success. The WHO declared it eradicated in 1980 after a global vaccination campaign, and it is the only human disease wiped out so far. Polio cases are down by more than 99 percent since the 1988 eradication drive, and wild poliovirus is now found only in Afghanistan and Pakistan.

The Framework Convention on Tobacco Control, adopted in 2003 and in force from 2005, was the first treaty negotiated under the WHO's constitution. India is a party to it, and it underpins pictorial warnings on tobacco packs. Steadier but less visible work covers essential medicines, nutrition standards and guidelines on antimicrobial resistance.

Funding fights and exam points

Money arrives through assessed contributions, fixed shares that members must pay, and voluntary contributions, which form the larger share and often come tied to a donor's priorities. The United States was long the largest single donor. It announced its withdrawal in January 2025, and the withdrawal took effect in January 2026, which has forced the WHO to cut budgets and staff.

Exam questions stay basic: the full form, 1948, Geneva, World Health Day on 7 April, and the South-East Asia regional office in New Delhi. For interviews, add smallpox eradication, the 2014 polio-free certification and the Covaxin emergency use listing the WHO granted in November 2021.

Do not confuse the WHO with similar bodies. UNICEF focuses on children, the ICMR is India's own medical research council, and the Ministry of Health and Family Welfare makes health policy for India. The WHO advises and supports, but it cannot override national law.

WHO sets standards behind medicine labels, outbreak alerts and vaccination campaigns that India relies on, and its regional office sits in New Delhi. Remember 1948, Geneva, 7 April and the smallpox success, and most exam questions are covered.
