Six members, one council

GCC stands for Gulf Cooperation Council, formally the Cooperation Council for the Arab States of the Gulf. Its six members are Saudi Arabia, the United Arab Emirates, Kuwait, Bahrain, Qatar and Oman. All are monarchies on or near the Persian Gulf, and all have economies built on oil and gas.

It was founded in May 1981, soon after Iran's revolution and during the Iran-Iraq war. The general secretariat is in Riyadh, and the heads of state meet at an annual summit. Decisions are taken by consensus, without majority voting.

What the bloc has built

Economic integration has been slow but real. A customs union with a common external tariff took effect in 2003, and a common market began on 1 January 2008, easing the movement of goods, services, capital and labour between the six states. Citizens of one member can work and run businesses in the others on easier terms than outsiders.

A single currency has been discussed since 2001 and has been postponed repeatedly, so every member still has its own currency. Defence cooperation runs through the joint Peninsula Shield Force, set up in the 1980s.

Day to day, the effects are practical: shared standards for goods, common customs procedures at the border, and a movement towards joint rail and electricity grid projects. Progress on each is uneven and depends on the political mood between members.

Unity, then disagreement

The members do not always agree. In June 2017 Saudi Arabia, the UAE and Bahrain, together with Egypt, cut diplomatic and transport ties with Qatar and closed its only land border. The dispute lasted until the Al-Ula declaration of January 2021 restored relations.

The bloc has not expanded. In 2011 it invited Jordan and Morocco to explore closer ties, and Yemen has long sought membership, but none has joined. Over forty years on, the club still has six members.

Why India watches the Gulf closely

Roughly nine million Indians are estimated to live across the six countries, mostly in the UAE and Saudi Arabia, and remittances from the region are one of the largest sources of money sent to India. Demand for workers in construction, healthcare, retail and shipping still draws people from Kerala, Tamil Nadu, Uttar Pradesh, Bihar and Maharashtra, among other states.

The Gulf is also a leading trade partner of India. Crude oil, LPG and fertilisers come in, while rice, machinery, gems and services go out. The India-UAE trade agreement (CEPA) came into force on 1 May 2022. A wider India-GCC free trade agreement has been discussed for years but has not been concluded.

Anyone going to the Gulf for work should be careful about recruiters. Indian rules require recruiting agents for many categories of workers to be registered with the Protector General of Emigrants, and the Ministry of External Affairs runs the eMigrate portal where jobs and agents can be checked. Read the contract before you travel, never pay a fee that the employer should pay, and keep copies of your documents. Your nearest Indian embassy or consulate in the Gulf can help if a dispute arises.

What the GCC is not

It is not a European-style union. There is no joint parliament, no common court and no shared foreign or defence policy that binds members. Decisions rest with the six governments, and national interest often wins when it clashes with the bloc's line.

It should also not be confused with OPEC, the oil producers' group. Of the six, Saudi Arabia, the UAE and Kuwait are OPEC members. Qatar left OPEC in January 2019, and Bahrain and Oman are not members. The two bodies overlap but answer different questions.

The Gulf Cooperation Council is a small club with large weight: six monarchies, a shared customs tariff, millions of Indian workers and a big share of the world's oil supply. Knowing who is in and who is only invited saves confusion when reading the news.

GCC Full Form: Common Questions

What is the full form of GCC?

GCC stands for Gulf Cooperation Council, formally the Cooperation Council for the Arab States of the Gulf. It is a regional political and economic bloc of six Arab states founded in May 1981, with its secretariat in Riyadh.

Which countries are members of the GCC?

Saudi Arabia, the United Arab Emirates, Kuwait, Bahrain, Qatar and Oman. Other countries have been invited to cooperate or have asked to join, but the council has stayed at six members.

What has the GCC achieved so far?

A customs union with a common external tariff in 2003 and a common market in 2008 that eases movement of goods, capital and workers. A proposed single currency has been discussed since 2001 but never launched.

How does the GCC matter for Indians working in the Gulf?

About nine million Indians are estimated to live in GCC countries, and their earnings make up a large share of the money sent home to India. The bloc is also a major trade partner and a source of crude oil and fertiliser.

Is the GCC the same as OPEC?

No. OPEC is a group of oil-producing countries from several regions, while the GCC is a political and economic bloc of six Gulf states. Only Saudi Arabia, the UAE and Kuwait are in both at present.

Is GCC also used for anything else?

Yes. In Indian business and IT news, GCC also means Global Capability Centre, an offshore unit of a multinational company set up in India. Context usually makes the meaning clear.
