What the Conference of the Parties is

A Conference of the Parties is the highest decision-making body of an international treaty, made up of the countries (the 'parties') that have joined it. The COP that fills the news is the one under the United Nations Framework Convention on Climate Change (UNFCCC), the treaty under which the Kyoto Protocol and the Paris Agreement were negotiated.

The UNFCCC was adopted at the Earth Summit in Rio de Janeiro in 1992 and came into force in March 1994. It now has 198 parties: the member states of the United Nations (almost all) and the European Union. Each sends a delegation of negotiators, ministers and officials, and NGOs, scientists and businesses attend as observers.

Milestones from Berlin to Belém

COP1 met in Berlin from 28 March to 7 April 1995. COP3 at Kyoto in 1997 produced the Kyoto Protocol, which set binding emission cuts for industrialised countries. COP21 at Paris in December 2015 produced the Paris Agreement, under which every country files its own pledges, called Nationally Determined Contributions, and the goal is to hold warming well below 2 degrees Celsius and pursue 1.5 degrees.

COP26 in Glasgow (2021) completed the Paris rulebook on carbon markets (Article 6). COP27 at Sharm el-Sheikh (2022) agreed to set up a fund for loss and damage in vulnerable countries. COP28 in Dubai (2023) concluded the first global stocktake and called for transitioning away from fossil fuels in energy systems.

COP29 in Baku (2024) set a new goal of 300 billion US dollars a year in climate finance for developing countries by 2035, within a wider call to reach 1.3 trillion. COP30 was held in Belém, Brazil, in November 2025. COP31 is due in Antalya, Türkiye, in November 2026, with Australia leading the negotiations under a hosting arrangement agreed at the end of COP30.

How a COP meeting runs

Talks continue for about two weeks and end in a closing plenary where decisions are adopted. The default is consensus: no party objects. The UNFCCC never adopted formal voting rules, so decisions can take extra hours or days when one country blocks.

Technical work is carried out in two subsidiary bodies that meet mid-year in Bonn, Germany, and text moves from square brackets, which mark disputed wording, to agreed language late in the second week. The sessions often overrun their scheduled end.

Between COPs, countries submit and update their NDCs and report on progress. The Paris Agreement's global stocktake, held every five years, is meant to push those pledges higher each round.

Why the Paris model differs from Kyoto is a common exam question. Kyoto set legally binding targets only for developed countries, and the United States never ratified it. Paris asked every country to submit its own plan, which is not enforced by penalty but reviewed through transparency reports and the five-yearly stocktake. Supporters say this brought everyone in, and critics say it leaves the gap between pledges and the 1.5 degree goal too wide.

India's position at COP

India is one of the largest emitters in total, but its emissions per person are far below those of the United States or the European Union, and it argues from equity and 'common but differentiated responsibilities'. It hosted COP8 in New Delhi in 2002.

At COP26 in Glasgow, Prime Minister Narendra Modi announced five commitments, 'Panchamrit': 500 GW of non-fossil electricity capacity by 2030, half of energy requirements from renewable energy by 2030, a reduction of 1 billion tonnes in projected emissions by 2030, a 45 per cent cut in the emissions intensity of GDP by 2030 from the 2005 level, and net zero by 2070.

India's updated NDC, submitted in August 2022, set a 45 per cent emissions intensity cut and a target of 50 per cent of installed electric power capacity from non-fossil sources by 2030. At home the effort shows up in the National Solar Mission, PM-KUSUM for farmers' solar pumps, ethanol blending in petrol and the Green Credit Programme.

COP is not only about climate

Other treaties also hold meetings under the same name, including the Convention on Biological Diversity, the UN Convention to Combat Desertification, the Ramsar Convention on wetlands, the Convention on Migratory Species and the WHO Framework Convention on Tobacco Control.

Context decides which is meant. In an Indian newspaper, COP on its own almost always means the climate summit, and a number after it, such as COP21 or COP30, identifies the UNFCCC series.

A COP is a meeting, not an authority that can force a country to act. Its decisions carry weight only because the parties agree to them, which is why the outcome often depends on the last night of talks.
