How the name NOIDA came about
NOIDA stands for the New Okhla Industrial Development Authority. It was constituted on 17 April 1976 under the Uttar Pradesh Industrial Area Development Act, 1976. The aim was to move industry out of crowded Delhi and give the Okhla belt a planned neighbour across the Yamuna, instead of letting unplanned growth spill into Uttar Pradesh.
Over time the short form stopped meaning only the authority. Today NOIDA can mean the authority, the planned city it built, or the urban stretch of Gautam Buddh Nagar district around it. In a land record it means the authority. In a property advertisement or a metro announcement it means the city.
Sectors, addresses and what sits where
The city is laid out in numbered sectors, and the numbering now runs well past Sector 150. Addresses therefore read like codes: a block, a sector, then Noida. Sectors 62 and 63 are the best-known office cluster and are often called Electronic City, while Film City is in Sector 16A. Older industrial plots lie in the north, closest to Okhla.
The 2011 Census counted a little over six lakh people in the city. The daytime population is far larger, because office workers arrive daily from Delhi, Ghaziabad and Greater Noida. Housing along the Noida-Greater Noida Expressway has grown the fastest in recent years.
The authority publishes a master plan, which lists land-use zones for housing, industry and open space. Property buyers should check it for the plot they are buying, since a plot's permitted use is fixed by that plan.
What the authority actually does
The authority is headed by a chairperson who is a senior IAS officer of the Uttar Pradesh government, with a chief executive officer running day-to-day work. It allots industrial, residential and institutional plots on lease, approves building plans, collects lease rent and looks after roads, drains, water and green belts inside its area.
Greater Noida and the Yamuna Expressway Industrial Development Authority are separate bodies with their own territory. This is why a flat in Greater Noida West (long called Noida Extension) is not governed by NOIDA, even though the name sounds close. Buyers who confuse the two sometimes approach the wrong office for a map approval or a dues certificate.
Reaching Noida from Delhi
The Blue Line of the Delhi Metro runs through Noida to Sector 62 and on to Electronic City, and the Aqua Line, which opened in January 2019, links Sector 51 with Greater Noida. By road, most traffic between Noida and Delhi uses the DND Flyway, the Chilla and Kalindi Kunj routes and the Noida-Greater Noida Expressway.
Noida International Airport at Jewar is being developed by Yamuna International Airport Private Limited, a subsidiary of Zurich Airport International, under a long concession. It is meant to ease pressure on Delhi's IGI airport. Check the current status before planning travel, since opening dates have moved more than once.
NOIDA is not part of Delhi
A common mix-up is to treat NOIDA as a part of Delhi. It is in Uttar Pradesh, in Gautam Buddh Nagar district. Property registration, stamp duty, police and most taxes follow UP rules, not Delhi's. What it shares with Delhi is the National Capital Region, a planning area that spans several states.
The second common slip is spelling out the acronym as 'New Okhla Industrial Development Area'. Government orders and lease deeds use 'Authority'. The word matters, because the body is a statutory authority with powers to plan, allot land and levy charges, not just a place.
Reading a NOIDA lease or notice
Most plots in the city are leasehold, allotted by the authority for a fixed term (commonly 90 years for residential plots). A buyer in a society should therefore ask whether the builder has paid the authority's dues, whether an occupancy or completion certificate exists, and whether the lease has been registered in the buyer's name. These documents carry the full name of the authority, and so do dues notices.
If you receive a notice or need a no-dues certificate, use the authority's own office or its official website, and keep the sector, block and plot number handy. Agents offering to 'clear' dues quickly for a fee are a common source of trouble.
