How officers are recruited
IFS is filled through the UPSC Civil Services Examination, the same exam that produces IAS and IPS officers. Training before the first posting
Probationers start with the foundation course at the Lal Bahadur Shastri National Academy of Administration in Mussoorie, shared with IAS, IPS and other services. They then move to the Foreign Service Institute in New Delhi for modules on diplomacy, protocol, trade and consular work, and for language training.
Languages shape the career. Officers are allotted a foreign language, such as French, Spanish, Arabic, Russian or Mandarin, and must pass a proficiency test within a set period. An attachment to an Indian mission follows before the first substantive posting.
Training also includes visits to Indian missions, field attachments in districts and a stint in a ministry, so that diplomats learn how policy is made at home before representing it abroad.
The ladder from Third Secretary to Ambassador
Abroad, ranks climb from Third Secretary to Second Secretary, First Secretary, Counsellor, Minister and finally Ambassador or High Commissioner, with a Consul General heading a consulate. At headquarters the posts run from Under Secretary and Deputy Secretary through Director, Joint Secretary and Additional Secretary.
The top post in the Ministry of External Affairs, Foreign Secretary, is held by a senior IFS officer. The sanctioned strength of the cadre is only a little over a thousand, which is why officers speak of constant rotation between Delhi and postings overseas.
What an IFS officer does
The job mixes politics, economics and service delivery: reporting on the host country, negotiating at multilateral forums, promoting trade and investment, handling visa and passport work, and looking after Indian citizens in an emergency, from evacuation operations to legal distress cases.
Pay follows the central government scales, with an additional foreign allowance that depends on the mission's cost of living, and accommodation abroad. The trade-off is transfers: families move every few years, often to cities where neither spouse has a network.
Behind the scenes, a mission also has officers from other services and staff recruited through the ministry. Visa, passport and consular counters in embassies run on this wider team, so an IFS officer manages the work rather than doing every task personally.
IFS against IAS, the choice candidates weigh
The comparison returns every result season. IAS offers district administration and policy work in a state, while IFS offers foreign postings, languages and representational work abroad, with a much smaller cadre.
The shape of the career differs as well. IFS officers spend a large part of their service overseas on fixed tenures. Candidates who want to work in one state, or dislike frequent relocation, often keep IFS below IAS and IRS on their preference list for that reason.
Pay is broadly comparable between central services at the same grade, so the real difference is the routine. Delhi headquarters is one kind of life, and the cycle between capitals and the ministry is another.
