What the Prime Minister's Office is

The Prime Minister's Office is the staff organisation that assists the Prime Minister in carrying out the work of the post. It prepares briefs, follows up on decisions taken at meetings, handles the Prime Minister's correspondence and public petitions, and keeps in touch with ministries and state governments.

It began in 1947 as the Prime Minister's Secretariat and was renamed the Prime Minister's Office in 1977, during the Morarji Desai government. It rests on executive arrangements and not on any specific provision of the Constitution or an Act of Parliament, unlike the Union Cabinet itself.

Officers come mostly from the All India Services and Central services, the IAS being the largest group. The Principal Secretary to the Prime Minister is the senior-most official, assisted by additional secretaries, joint secretaries and other staff.

What the PMO does and does not do

The PMO does not run ministries. Each ministry has its own Minister and Secretary, and the day-to-day administration, files and appointments belong to them. What the PMO does is filter and follow up: matters that need the Prime Minister's attention are put up through it, decisions are noted, and departments are reminded when deadlines slip.

That role is why reports describe files as 'pending in the PMO' or 'cleared by the PMO'. These phrases mean the Prime Minister's staff are processing the matter or have communicated the Prime Minister's decision, and they are used loosely in the press.

The office also receives letters and petitions from citizens and forwards them to the department concerned for action, which can then be followed up through the grievance system.

Citizens who want to reach the office can write to it or use the online portal run by the government. A petition addressed to the Prime Minister is normally sent to the ministry or state government concerned for action, and the status can be tracked with the registration number. It is wise to attach copies of earlier letters and to state clearly what relief is sought, since a short, specific petition is more likely to be acted on than a long general complaint.

PMO, Cabinet Secretariat and the President's Secretariat

The Cabinet Secretariat is a different body. It is headed by the Cabinet Secretary, works under the Government of India (Transaction of Business) Rules, 1961, and serves the Council of Ministers as a whole: it prepares agendas and records the decisions of the Cabinet and its committees, and it also oversees the Allocation of Business Rules under which subjects are divided among ministries.

The President's Secretariat looks after the work of the head of state. The PMO serves one individual, the Prime Minister, and does not take decisions in its own name. Exam questions often ask which of the three is headed by which officer: Principal Secretary for the PMO, Cabinet Secretary for the Cabinet Secretariat, and Secretary to the President for the President's Secretariat.

The Prime Minister chairs the Cabinet Committee on Security, the Cabinet Committee on Economic Affairs and several others, and the Appointments Committee of the Cabinet, which decides senior postings. The staff work for those committees is largely done by the Cabinet Secretariat, with the PMO supporting the Prime Minister personally.

Where the PMO sits

For decades the PMO worked from South Block on Raisina Hill, New Delhi. In February 2026 it moved to a new complex called Seva Teerth on Kartavya Path (earlier Rajpath), part of the Central Vista redevelopment. The same complex also houses the Cabinet Secretariat and the National Security Council Secretariat, the office of the National Security Advisor (NSA). The Prime Minister's residence remains at 7 Lok Kalyan Marg.

Other countries have similar bodies. In Britain the Prime Minister has an office at 10 Downing Street, backed by the Cabinet Office, and in the United States the Executive Office of the President serves the President from the White House complex.

PMO in a company: Project Management Office

In corporate English the same letters usually mean Project Management Office: a team that sets standards for how projects are planned, tracked and reported, and that keeps an overall view of schedules, budgets and risks. IT and consulting job advertisements in India use PMO this way, for example for 'PMO analyst' roles.

In the Indian press and in general knowledge papers, PMO means the Prime Minister's Office unless the text is clearly about projects and software.

The PMO is a small office with a large footprint, because it sits where the Prime Minister's decisions begin to travel through the government. For exams, remember its start in 1947 as a Secretariat, the 1977 renaming and its difference from the Cabinet Secretariat.
