What the Election Commission of India is

The ECI full form is Election Commission of India, often shortened to the Election Commission. It was set up on 25 January 1950, a date observed since 2011 as National Voters' Day. Article 324 of the Constitution places the superintendence, direction and control of elections in its hands.

The ECI conducts elections to the Lok Sabha and the state legislative assemblies, to the offices of President and Vice President, and to the Rajya Sabha and Legislative Council seats filled by election. Sukumar Sen was its first Chief Election Commissioner.

Its independence is the point. The commission decides when polls happen and how they run, separate from the government of the day. The Model Code of Conduct binds parties and governments from the moment elections are announced.

Who runs the commission

It is led by the Chief Election Commissioner with two Election Commissioners, all appointed by the President. Since a 2023 law, they are chosen on the recommendation of a selection committee that includes the Prime Minister, a Union Minister and the Leader of the Opposition in the Lok Sabha.

The CEC can be removed only on the grounds and by the process that apply to a Supreme Court judge, a protection meant to keep the office independent. Election Commissioners can be removed only on the CEC's recommendation.

For its first four decades the ECI was a single-member body. Two more commissioners were added briefly in 1989, and it has been a three-member commission since 1993.

Below them sits a wide administrative machine: a Chief Electoral Officer in each state, a District Election Officer in each district, and booth-level officers who visit households before each revision of the electoral roll.

What the ECI does between elections

It prepares and revises electoral rolls. Form 6 is used to register as a new voter, Form 7 to object to or delete a name, and Form 8 for a correction or change of address. These can be filed online through the Voters' Service Portal. It also issues the voter identity card known as EPIC.

During an election it announces the schedule, deploys observers, enforces the Model Code of Conduct, monitors campaign spending and counting, and works with departments to move staff and security forces across states.

Voting runs on EVMs paired with VVPAT units. The machine prints a slip showing the symbol you pressed, which drops into a sealed box for verification. The commission also runs the cVIGIL app for reporting violations and a toll-free voter helpline, 1950.

The scale of the exercise

The 2024 Lok Sabha election had about 97 crore registered electors and more than 10 lakh polling stations, which makes it the largest election in the world by number of voters.

Polling stations are kept small, usually with a little under a thousand voters each, and arrangements are made for remote hamlets. Facilities include ramps, drinking water and, in many places, separate queues for women, senior citizens and persons with disabilities.

Assembly elections, by-elections and presidential polls run on the same machinery. Officials are often posted away from their home districts so local pressure cannot influence the process.

Counting happens at designated centres with agents of every candidate present, round by round, and trends and results are published on the commission's results portal within hours of the final round.

Rights and tools every voter can use

A citizen who turns 18 can be added to the roll. Since the rules were changed, there are several qualifying dates in a year, so a new voter does not have to wait for a single annual cut-off. Check the current schedule on the commission's site.

Complaints about code violations go through cVIGIL with photo or video evidence, queries go to the 1950 helpline, and the Voter Helpline app handles registration, corrections and polling booth details. Keep the EPIC number handy, since most services ask for it.

From the January 1950 founding to the roll revision, the EVM and the counting table, the Election Commission of India is the office behind every vote cast in the country.
