DPP Full Form
Defence Procurement Procedure
What does DPP stand for? A government term, explained.
DPP Full Form in English, letter by letter
DPP is the Defence Procurement Procedure, the Ministry of Defence rulebook for buying armed forces equipment, now called the Defence Acquisition Procedure.
DPP Full Form in Indian Languages
DPP is an Indian defence term that most languages translate word for word. Here is Defence Procurement Procedure in six of them.
What DPP is and why it exists
Defence Procurement Procedure is the rulebook the Ministry of Defence follows when it buys anything for the armed forces: aircraft, rifles, submarines, uniforms, software. Before such a rulebook existed, purchases ran through individual services with little consistency, which produced delays, cost overruns and awkward questions about foreign vendors.
The framework runs through the Defence Acquisition Council, with purchase categories and timelines written down so a project can be tracked. Successive versions (including DPP 2005, 2008, 2011, 2013 and 2016) adjusted the balance between buying ready-made from abroad and building in India.
The categories that decide who wins the contract
Every acquisition is classified, and the category decides how much preference Indian industry gets. In brief: Buy (Indian) means designed and made in India; Buy (Global) means bought from a foreign vendor with no local manufacture required; Buy and Make buys the first lot abroad and then produces locally with a partner; and Make is indigenous development, often led by private industry or a defence PSU.
The other lever is the offset requirement. For certain foreign purchases, the vendor has to put an agreed percentage of the contract value back into Indian defence manufacturing, through investment, technology transfer or local components. It is the way a purchase is expected to leave something behind.
DPP became DAP: what changed in 2020
The framework was renamed the Defence Acquisition Procedure and issued as DAP 2020, effective 1 October 2020, under the Atmanirbhar Bharat push. It carries the DPP idea forward, with stronger weighting on domestic manufacture, a lease option and a simplified acceptance-of-need stage to cut the approval queue.
A new Defence Acquisition Procedure 2026 was released in draft form for public comment in February 2026 and was reported to be pending approval. Check the Ministry of Defence website for the current text before quoting it in an exam or report.
News stories about defence deals use vocabulary that comes straight from this document: Buy Indian, Make category, offsets. Exam questions may still say DPP because the older name is widely used.
How a purchase moves through the system
A service headquarters first states its need. The Defence Acquisition Council gives Acceptance of Necessity and fixes the category. Requests for proposals go out, equipment is tested in field trials, commercial offers are opened and compared, and the Cabinet Committee on Security clears large contracts.
Each step has a time limit on paper, but trials and negotiations often take much longer. That gap is why reform in this area keeps returning to the question of speed.
Where defence procurement is heading
The direction has been consistent for a decade: buy less ready-made from abroad, build more at home, and give private Indian manufacturers a larger role. Defence corridors, simplified licensing and export clearances are part of the same push.
Public sector units and private firms now bid in categories once reserved for imports. Offsets have pushed foreign vendors towards joint ventures and component supply rather than pure sale.
A look-alike to avoid: DPP can also mean Director of Public Prosecutions, or Daily Practice Problems in coaching material for JEE and NEET. In defence news it is always the procurement rulebook.
Know DPP as the older name and DAP as the current one, and most phrases in a defence purchase story become easy to follow.
