The Centre started funding DIETs under a centrally sponsored scheme from 1987, and states have run them since.
The structure is a ladder. NCERT works nationally, each state has its own State Council of Educational Research and Training (SCERT), the DIET works at district level, and below it sit block resource centres and cluster resource centres that are closest to the school. Some states give it a local name, such as BTC in Uttar Pradesh, but the purpose is the same. Admission is through a state entrance test or merit list, and the usual minimum is a pass in Class 12, with a percentage condition that differs by category and by state. Pre-service training is only half of what a DIET does. The other half is in-service training for teachers already working: short programmes on new textbooks, assessment, teaching in multigrade classrooms, inclusive education and teaching reading and numeracy in the early years. These are often held in school holidays.
The original guidelines organised a DIET into branches for pre-service training, a district resource unit, field interaction and innovation, planning and management, curriculum and material development, and work experience. So a well-run DIET also prepares teaching aids, does small action research projects in district schools and advises block education officers. A principal heads the institute, with lecturers for education, psychology and subject areas.
Many DIETs also run a practice or demonstration school so that student teachers can teach real classes before they graduate.
From D.El.Ed to a Government Teaching Job
The usual route to a primary teaching post in a government school is a D.El.Ed (or a degree such as B.El.Ed recognised for the purpose), then a Teacher Eligibility Test. The central test is CTET, and most states hold their own TET as well. A pass in the TET only makes you eligible. Appointment still comes through a recruitment drive by the state, and the number of vacancies varies a lot from year to year.
Teachers who joined service without the required qualification have been trained through distance routes such as NIOS and through state training institutes. National Education Policy 2020 also plans a move to a four-year integrated teacher education degree for new teachers, so the exact entry route is changing. The D.El.Ed is still what most state notices ask for at the moment, so read the latest advertisement for your state.
DIET and SCERT: Who Does What
The SCERT works at state level. It frames the state curriculum, writes textbooks, designs teacher education programmes and supervises the DIETs. The DIET delivers training in the district and adapts it to local languages and local problems. Neither is a recruiting body, and neither is the same as the state education department, which runs schools and posts teachers.
A practical way to remember it: if the question is about the state syllabus or textbook, think SCERT. If it is about a training session in your district or the D.El.Ed seats in your district, think DIET. For a student, this is also why the D.El.Ed syllabus is slightly different from one state to another.
A weak DIET usually shows in the quality of in-service training teachers get. Low staffing and vacant faculty posts have been reported in several states, so a seat in a government DIET is cheap but the quality depends on the institute and the state.
