CSAT is the paper that decides whether your UPSC Prelims attempt counts at all, short for Civil Services Aptitude Test. Below is the name in six Indian languages.

CSAT is Paper II of the UPSC Prelims

The CSAT full form is Civil Services Aptitude Test. In India it means the second paper of the UPSC Civil Services Preliminary Examination, introduced in 2011. It is the first stage on the way to the IAS, IPS, IFS and other services, and it replaced the optional-subject paper that candidates used to take at this stage.

The paper carries 200 marks for 80 questions, each worth 2.5 marks, and is held for two hours in English and Hindi. One third of the marks for a question is deducted for every wrong answer.

Since 2015 CSAT has been qualifying rather than ranking: you need 33 per cent, that is 66 marks out of 200, and those marks do not count towards the cut-off. Only Paper I, General Studies, decides who goes on to the Mains.

What the CSAT syllabus covers

The listed topics are comprehension, interpersonal skills including communication, logical reasoning and analytical ability, decision-making and problem-solving, general mental ability, basic numeracy at Class 10 level, and data interpretation at the same level.

Higher mathematics is not included, so there is no calculus and no trigonometry. The trap is speed: eighty questions in two hours leaves less than ninety seconds each, and the comprehension passages are long.

Sections shift from year to year, but comprehension, syllogisms, blood relations, seating arrangements, number series and data tables recur in most papers.

A useful habit is to read the question before the passage in comprehension sets, so that you know what to look for. For numeracy, memorise tables to 20 and common fractions as percentages, and for data interpretation practise rounding quickly instead of calculating exactly.

How CSAT changed the competition in 2011

Before 2011 the Preliminary examination had Paper I, General Studies, of 150 marks and Paper II, one optional subject, of 300 marks. A candidate with a strong optional could build a large margin in it. CSAT replaced the optional with a single aptitude paper that every candidate takes in the same form.

The change led to a coaching industry around reasoning and comprehension practice. It also meant that a candidate's academic stream mattered less at the preliminary stage..

Why 66 marks still catch people out

Many candidates clear 66 comfortably, and many fail it, because a strong General Studies score is wasted if Paper II slips. Maths-confident aspirants often ignore CSAT, while humanities students panic at the numeracy section.

A worked example: with negative marking, a candidate who attempts 50 questions and gets 35 right and 15 wrong scores 35 x 2.5 = 87.5, minus 15 x (2.5 / 3), about 12.5, giving 75 marks. The same candidate who guesses blindly on 30 more questions can easily drop below 66.

A sensible plan is two or three full-length practice papers a week through the final two months, with special attention to previous-year questions, whose pattern repeats even when the content does not.

The Hindi-medium debate around CSAT

CSAT has been controversial since it began. In 2014, candidates from Hindi-medium backgrounds protested that the comprehension and translation-heavy paper favoured English-medium aspirants, and the dispute reached Parliament.

The government's response was to drop the English comprehension marks from the merit calculation and then, from 2015, to make the whole paper qualifying. The paper is still described by many as a filter rather than a measure of merit.

CSAT's other meaning: Customer Satisfaction Score

Outside the UPSC, CSAT usually means Customer Satisfaction Score, computed from a survey question that asks how satisfied a customer was with a recent interaction. The usual method is the share of respondents who chose the top ratings.

Indian IT service desks, telecom operators and e-commerce teams track CSAT weekly alongside resolution time and complaint volume. It is not the same measure as NPS, which asks whether a customer would recommend the company.

CSAT, the Civil Services Aptitude Test, is only a qualifying paper, but failing it ends the attempt however well General Studies went. Treat it as insurance: a fixed 66-mark target cleared with timed practice, starting from the previous-year papers that UPSC publishes on its website.
