What BSNL is

Bharat Sanchar Nigam Limited was incorporated on 15 September 2000 and started operating on 1 October 2000, when the telecom services arm of the Department of Telecommunications was corporatised. It is wholly owned by the Government of India and works under the Ministry of Communications. Its head office is in New Delhi.

MTNL (Mahanagar Telephone Nigam Limited) is its smaller sibling, set up in 1986 to serve Delhi and Mumbai. BSNL serves the rest of the country and inherited the fixed-line network the government had built across districts over decades, including exchanges in small towns that no private operator had reason to enter. That inheritance is both its strength and a cost burden.

BSNL's identity is tied to the old telegraph and telephone network. Government offices, schools and many panchayat buildings still have BSNL lines, and in hill and border areas its towers sometimes connect places other operators have not reached.

What it sells

BSNL offers landlines, broadband and fibre-to-the-home connections, prepaid and postpaid mobile service, leased lines for enterprises and rural connectivity services. It was one of the first to offer broadband in many towns in the early 2000s.

Its fibre plans, especially the entry-level ones, are often cheaper than those of private rivals. The government has also folded Bharat Broadband Network Limited, which handled the BharatNet project for village fibre, into BSNL. Plan prices change often, so check the current tariff on the company's website.

Services on the BSNL website include landline with broadband bundles, fibre plans, prepaid recharge, postpaid plans, Wi-Fi hotspots and enterprise links. Offers differ by telecom circle, so a plan seen in one state may not exist in another. Always read the speed after the data limit is used, because that is where plans differ most.

Why it has lost money

BSNL reported losses for most of the 2010s. Serving low-revenue rural areas, carrying legacy staff costs after years of limited recruitment, and missing the early 4G rollout all cut into its income while private operators took paying customers. A voluntary retirement scheme in 2019 saw tens of thousands of employees leave.

The government has approved revival packages, the largest of them about 1.64 lakh crore rupees in July 2022, covering capital spending, spectrum and financial restructuring. The condition behind this support was a working 4G network.

The 4G and 5G story

BSNL's 4G equipment is built on an indigenous stack: radio equipment from Tejas Networks, core software from the Centre for Development of Telematics (C-DoT), and system integration by TCS. The Prime Minister inaugurated the rollout on 27 September 2025, with tens of thousands of new sites, many of them in remote and border areas. The sites are designed to be upgradable to 5G.

In big cities a private network may still feel faster. In remote villages BSNL is sometimes the only signal that works, which is a reason state-owned coverage still matters.

Indigenous equipment was seen as important because a telecom network is critical infrastructure, and the government wanted fewer foreign suppliers in it. Whether it delivers depends on coverage, call drops and speeds in the months after launch, which users can judge for themselves with a test in their own area.

Should you use BSNL?

For a second SIM, a rural home connection or a low-cost landline, BSNL is worth considering. Fibre plans are available only in certain areas, so check your address on the BSNL website or with the local exchange before applying.

If you depend on fast mobile data in a city, test the signal at home first. Number portability works as with any operator, so you can move your number if the service disappoints. Many households use a BSNL fibre line for home internet and a private SIM for mobile.

For service complaints, the local exchange, the BSNL customer portal and the escalation numbers listed there usually work better than waiting on a call centre.

BSNL is unlikely to lead urban mobile data, but for landlines, rural connectivity and low-cost fibre it remains a real choice in many areas. Check coverage at your own address before deciding.
