In civil administration, Sub-Divisional Officer is the title used in states such as Bihar, West Bengal and Assam for the officer heading a sub-division. It is the post that carries the SDM title in other states. In some states the post is written as SDO (Civil).
In electricity distribution companies and in the PWD, SDO also means Sub-Divisional Officer, but here the officer is an engineer who runs a sub-division's lines, connections or roads. The two posts are in different departments and have nothing to do with each other.
What an SDO (Civil) does
The civil SDO supervises tehsildars and block offices in the sub-division, handles land and revenue matters, verifies certificates, and coordinates relief during floods and other disasters. During elections an SDO usually has a supervisory role.
In several states the SDO also acts as an appeal point for decisions of the tehsildar or circle officer. That makes the office a regular stop for people with a pending mutation or licence file.
As an example, in a West Bengal sub-division the SDO is the senior-most officer below the District Magistrate. The SDO often acts as the Sub-Divisional Magistrate for criminal matters as well, and supervises the block development officers in the sub-division.
What an SDO does in the power sector
An SDO in a power distribution company runs a sub-division of feeders and transformers. New connections, metering problems, outage complaints and action against power theft fall in this office. Junior engineers and linemen report to the SDO.
The route to the post depends on the state. It may be by promotion from junior or assistant engineer, or through a state power company's recruitment. Transfers are frequent, and the work involves a lot of field duty, such as night rounds during outages or festival loads.
A consumer can reach the SDO's office for a new connection, load change or name change, usually by applying online or at the sub-division and paying the prescribed fee. The state regulator's rules lay down the time in which a connection must be given, and a complaint can be raised if that time is crossed.
The laws behind each SDO
The civil SDO's powers come from the state's revenue law and from the criminal procedure law, now the Bharatiya Nagarik Suraksha Sanhita, which replaced the CrPC and gives magisterial duties to certain officers. Whether a particular state gives these powers to its SDO depends on the state's own arrangements.
A power SDO works under the Electricity Act, 2003 and the state's supply code, which cover new connections, meters and billing. A billing complaint that is not solved at the sub-division goes to the company's Consumer Grievance Redressal Forum, and then to the state Electricity Ombudsman.
Telling an SDO from an SDM or tehsildar
The department tells you which SDO you are dealing with. Revenue or general administration means the civil officer, while power, PWD or irrigation means the engineer. The SDM title, where a state uses it, is a civil post only.
The tehsildar works under the civil SDO or SDM. Knowing the reporting line helps when you escalate a complaint, because the right office the first time can save weeks.
On a land document, a stamp or signature of an SDO means the civil officer. On an electricity bill dispute letter, it means the engineer. If you are unsure, ask the office for its department name and look it up on the official state portal.
