What the Bihar Public Service Commission does

Article 315 of the Constitution provides for a Public Service Commission in every state, and Articles 315 to 323 in Part XIV set out how its members are appointed and what it does. BPSC works from Patna. Its chairman and members are appointed by the Governor and hold office for six years or until they turn 62, whichever comes first. The age ceiling is 62 for state commissions and 65 for the Union commission.

Besides conducting examinations, a commission advises the state government on recruitment rules, promotions and disciplinary matters in the services it covers, as Article 320 lays down. That independence from the government of the day is the reason the Constitution makes it a separate body.

Which posts come through BPSC

The flagship Combined Competitive Examination recruits into gazetted state services such as the Bihar Administrative Service, the Bihar Police Service and the Bihar Education Service. Selected candidates typically start as a Deputy Collector, a Deputy Superintendent of Police or an education officer, depending on the service they are allotted.

Separate notifications come out through the year for other gazetted and technical posts, so the commission's website is worth checking beyond the main exam cycle. Every notification names the posts, vacancies and eligibility in writing, and that document overrides any coaching notes.

Vacancies swing sharply between cycles because they follow retirements and sanctioned posts, so a thin year and a fat year can look like two different exams. A gap between notifications is normal and does not mean the commission has stopped recruiting.

Exam pattern of the Combined Competitive Exam

The preliminary is one objective general studies paper of 150 marks and two hours. It only screens candidates, and its marks are not added to the final merit. The main examination is descriptive, with papers carrying 900 marks in all, and the last stage is a personality test (interview) of 120 marks.

General studies can be attempted in Hindi or English, which is one reason BPSC suits Hindi-medium aspirants. The syllabus and the number of papers have been revised from time to time, so read the current notification before buying books.

The final merit list is built from the mains marks plus the 120 interview marks, because preliminary marks are discarded after the screening. A strong written showing can still be reordered at the interview, so treat it as a scored stage rather than a formality.

Eligibility, age limits and reservation

You need a bachelor's degree from a recognised university, with no minimum percentage. The minimum age has been 21, and the upper age for general-category male candidates has been 37 years in recent notifications. Women, Backward Classes, EBC and SC/ST candidates get higher ceilings, up to 42 years for SC and ST, and disabled candidates and government servants get further concessions. Check the cut-off date and your category in the notification you apply against, because these figures change between cycles.

Reservation follows Bihar government rules for SC, ST, EBC, BC and EWS categories, with horizontal reservation for women and persons with disabilities. The percentages in force on the date of the notification apply.

The online form asks for scanned caste, EWS and disability certificates along with educational proof, and originals are checked after the interview. Mismatches at that stage have cost candidates a selection even after a good rank, so enter details exactly as they appear on your school records.

BPSC, BSSC or UPSC, which applies to you

UPSC recruits for central services such as the IAS and IPS and runs an all-India exam. BPSC recruits into Bihar's own cadre, so you serve in Bihar after selection.

Within Bihar, BPSC handles gazetted posts, while the Bihar Staff Selection Commission (BSSC) handles subordinate and entry-level posts, and the Bihar Police Subordinate Services Commission (BPSSC) recruits sub-inspectors. After Jharkhand was carved out of Bihar in 2000, it set up its own commission, JPSC, so a candidate from the old undivided state must apply to the right one.

Confirm which commission runs the post you want before buying study material, because the syllabus and standard of a BPSC paper and a BSSC paper are not the same.

Reading a BPSC notification before you apply

Download the advertisement from the commission's own website, bpsc.bih.nic.in, and read these items in order: the advertisement number, the posts and vacancies by category, the age cut-off date, the application fee and the last date, and the exam scheme.

Check whether the notification gives a correction window for the form, and keep the acknowledgement of a completed application. Many fake sites and social media posts copy BPSC notices with wrong dates, so treat the commission's site as the only source for fees and deadlines.

Before you pay a fee or buy books, read the commission's own notification. It fixes the posts, the vacancy count, the age cut-off date and the exam scheme for that cycle, and it overrides any figure quoted by a coaching centre or a social media post.
