You have probably seen SC next to a name in a result sheet or a recruitment notice. This page explains what Scheduled Caste means and where the term comes from.
SC Means Scheduled Caste, and It Is a Constitutional Term
SC is short for Scheduled Caste. In India it names the castes that the Constitution recognises as historically disadvantaged, so that the state can extend them reservation, scholarships and legal protection. You will see the abbreviation on school and college admission forms, in recruitment notices, in caste certificates and in election documents.
The name is meant literally. These communities were put on a schedule, a list, issued by the President of India. The word carries no rank of its own. It only identifies who is on that list in a given state.
Article 341 and the Presidential Orders
Article 341 of the Constitution lets the President specify, by public notification, the castes, races and tribes deemed to be Scheduled Castes in relation to a State or Union Territory. The exercise began with the Constitution (Scheduled Castes) Order of 1950. That order covered Hindus only; Sikhs were added in 1956 and Buddhists in 1990.
Only Parliament can change the list, and only by law. A caste recognised as Scheduled in one state may not be on the list next door, so caste certificates are state-specific and recruiters verify them against the list for that state.
Scheduled Tribes (ST) are a separate list, specified under Article 342, and the two should not be mixed up. The ST quota in central jobs and institutions is 7.5 per cent. The 10 per cent quota for the economically weaker sections, introduced in 2019, is a different arrangement that applies to those outside the SC, ST and OBC categories, see EWS.
Reservation, Seats and Safeguards Around the List
The list anchors most affirmative action in India. Scheduled Castes get 15 per cent of vacancies in central government jobs and in central educational institutions, and states apply their own percentages to their services and colleges. In the Lok Sabha 84 of the 543 elected seats are reserved for Scheduled Castes under Article 330, with matching seats in state assemblies under Article 332.
Legal protection runs alongside reservation. The Protection of Civil Rights Act, 1955 punishes the practice of untouchability, and the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989 makes specific offences against members of these communities punishable. The National Commission for Scheduled Castes, a constitutional body under Article 338, takes complaints and reports to the President.
On 1 August 2024 a seven-judge Constitution Bench of the Supreme Court, by a six-to-one majority in State of Punjab v. Davinder Singh, held that states may sub-classify Scheduled Castes, so that a larger share of the quota within it can go to the most backward groups. States are still working out how to do this.
What the SC Caste Certificate Is For
A caste certificate is the proof. It is issued by the competent authority of the state, usually the tehsildar, the sub-divisional magistrate or the deputy collector, and records the caste, the father's name, the place of residence and the order under which the caste is scheduled.
You need it for admissions, for job applications that carry reservation, and for scholarships such as the post-matric scholarship. Unlike the creamy layer test that applies to OBC reservation, SC reservation is not subject to an income ceiling for admission and recruitment. The test is membership of a notified caste, and the certificate must be from the state where the caste is listed. Keep the original safe, because schools and employers ask for it repeatedly.
SC Also Means Supreme Court: Reading the Context
Outside official forms the same two letters cause confusion. In legal news, SC usually means the Supreme Court of India. In exam results and rank lists it means Scheduled Caste, as in SC category rank. A line such as SC dismissed the appeal is about the Supreme Court. A line such as 15 per cent of seats reserved for SC is about the category.
The context settles it: a percentage or a certificate around SC means Scheduled Caste, while a case or a bench around it means the Supreme Court. In sport and business it can also mean Sports Club or Service Centre.
SC is not a job title or an organisation. It is a constitutional category, and everything from your caste certificate to your exam roll number uses the abbreviation. Keep the original certificate safe: you will need it at every admission and recruitment stage.
SC Full Form: Common Questions
What is the full form of SC?
SC stands for Scheduled Caste. It refers to the castes listed by the President under Article 341 of the Constitution for reservation, scholarships and legal protection.
Who decides which castes are Scheduled Castes?
The President of India specifies them by public notification under Article 341, through orders issued from 1950 and amended since. Only Parliament can change the list, by law.
How much reservation do Scheduled Castes get?
15 per cent of vacancies in central government posts and central educational institutions. State governments set their own percentages for state services and colleges.
Is there an income limit for SC reservation?
No. Reservation for Scheduled Castes depends on caste membership, not income. The creamy layer ceiling applies to the Other Backward Classes quota, not to SC or ST reservation.
How do I get an SC caste certificate in India?
Apply to the revenue authority of your district, such as the tehsildar or sub-divisional magistrate, with proof of caste, residence and identity. Most states take applications online. The certificate names the order under which your caste is scheduled in that state.
Does SC mean Supreme Court as well?
Yes. In legal reporting SC commonly means the Supreme Court of India. In admission forms, results and recruitment notices it means Scheduled Caste. The words around it show which meaning is meant.
