What is written inside an RC

The Registration Certificate is issued by the Regional Transport Office under the Motor Vehicles Act and the Central Motor Vehicles Rules, in the format of Form 23. It records the registration mark, the owner's name and address, engine and chassis numbers, maker, vehicle class, fuel type, seating or carrying capacity and the date of first registration.

It also notes whether the vehicle is under hypothecation, meaning bought on a loan, and names the financier. That line decides whether you can sell the vehicle without clearing the loan and getting a no-objection letter from the bank first.

How a new vehicle gets its RC

Dealers issue a temporary registration valid for one month while the RTO processes the file. The application goes in on Form 20 with the invoice, insurance copy, road-tax receipt, the manufacturer's roadworthiness details and address proof.

Once issued, the RC is stored in the VAHAN database, and a digital copy is available on the mParivahan app and the Parivahan website. New vehicles also get high-security registration plates, which make theft and plate swapping harder.

Turnaround varies by state. Until the RC arrives, carry the temporary registration and the dealer invoice, and do not take the vehicle to another state on them without checking the rules.

Validity and the 15-year question

For a private four-wheeler or two-wheeler, registration is valid for 15 years and can then be renewed in blocks of five years, subject to passing a fitness test. Transport (commercial) vehicles also need a fitness certificate, which is renewed far more often, every two years in the early life of the vehicle.

In Delhi and the NCR, petrol vehicles older than 15 years and diesel vehicles older than 10 years are barred from the roads under National Green Tribunal and Supreme Court orders. That is why so many old cars end up parked or sold to other regions. India's vehicle scrappage policy also offers road-tax and registration concessions to owners who scrap an old vehicle and buy a new one.

Transfers, NOCs and duplicates

Selling a vehicle means transferring the RC. The seller reports the sale on Form 29 and the buyer applies on Form 30 within 30 days, with insurance, the ID proof and the sale papers. Many states now handle this online, with the updated RC sent by post.

Moving to another state needs a no-objection certificate (NOC) on Form 28 from the original RTO, and fresh registration at the new one. Under the Bharat series (BH) scheme, eligible central government and private-sector employees with transfers can avoid re-registration. A lost RC is replaced using Form 26, usually with a copy of the FIR or a police report. Removing a hypothecation entry after the loan closes needs Form 35 with a letter from the financier.

When buying a used car, check that the RC matches the chassis and engine numbers stamped on the vehicle. A mismatch, the mark of a stolen or tampered vehicle, will stop the transfer at the RTO.

What it costs to ignore the RC

Under the Motor Vehicles (Amendment) Act 2019, failing to produce the registration certificate, licence or insurance on demand attracts a fine under Section 177 (₹500 for a first offence), and you are given a period to produce them at a police station or the RTO. Driving a vehicle that is not registered at all is a more serious offence under Section 192, with a fine of up to ₹5,000 for a first offence.

E-challan systems now read number plates and query VAHAN directly, so mismatches get caught without anyone stopping you. Keep your mobile number linked in VAHAN so that notices reach you and not the previous owner. DigiLocker and mParivahan copies of an RC are accepted as valid under the Motor Vehicles Act.

Commercial and public-service vehicles have extra rules. Many states now require a vehicle location tracking device with a GPS unit and a panic button on public service vehicles, and a valid fitness certificate is needed for them to run legally. Insurance and the pollution-under-control (PUC) certificate are separate documents, and both must also be current whenever you carry your RC.

The RC is your vehicle's identity card: who owns it, what it is, and whether it can legally be on the road. Keep a copy handy, keep the mobile number in VAHAN updated, and clear any hypothecation entry once the loan is paid.

RC Full Form: Common Questions

What is the full form of RC in a vehicle?

Registration Certificate. It is the document issued by the RTO that proves a motor vehicle is registered, names its owner and records its details.

How long is an RC valid?

A private vehicle's registration is valid for 15 years and then renewable for five years at a time after a fitness test. Commercial vehicles need fitness certificates renewed more frequently.

How do I get a duplicate RC?

Apply on Form 26 at your RTO (or online on the Parivahan portal where available) with ID proof, address proof, insurance and a police report or FIR for the loss. The duplicate is recorded in VAHAN.

Do I need an NOC to move my car to another state?

Yes. Take a no-objection certificate (Form 28) from the RTO where the vehicle is registered, then register it at the RTO in the new state within 12 months of moving, and pay any difference in road tax.

Can I sell a car with a hypothecation entry?

Not cleanly. Close the loan, get the financier's no-objection letter and have the entry removed from the RC with Form 35. Only then can the transfer be registered without the bank's name on it.

Is a digital RC valid?

Yes. A copy on DigiLocker or mParivahan is accepted by traffic police as valid, so you do not have to carry the paper or smart card.
