The full form of OPEC and where it came from

The OPEC full form is Organization of the Petroleum Exporting Countries. Five countries (Iran, Iraq, Kuwait, Saudi Arabia and Venezuela) founded it in Baghdad on 14 September 1960 to protect their share of oil revenue.

The secretariat moved from Geneva to Vienna in 1965 and has stayed there. Decisions come out of ministerial meetings held through the year, which financial markets follow closely for the production targets announced at the end.

Membership has changed over time. Qatar left in 2019, Ecuador in 2020 and Angola in 2024. In April 2026 the UAE announced that it would leave OPEC and OPEC+ from 1 May 2026. Most reports now count eleven members, among them Saudi Arabia, Iraq, Iran, Kuwait, Algeria, Nigeria, Libya and Venezuela, although OPEC's own website had not yet removed the UAE from its list at the time of writing.

Its power was demonstrated in 1973, when an embargo by its Arab producers pushed oil from about $3 to nearly $12 a barrel within months and showed consuming economies how exposed they were.

How an OPEC decision reaches your neighbourhood pump

Members agree production targets at ministerial meetings, and Saudi Arabia, with spare capacity that nobody else matches, usually sets the tone. Cuts tighten supply and lift crude, while opening the taps does the reverse. In April 2020, when demand collapsed in the pandemic and US crude briefly turned negative, the group agreed the deepest coordinated cut in its history.

Crude sets the base price of petrol and diesel. India imports more than 85 per cent of the crude it processes, so changes in global prices feed into the import bill quickly. Pump prices depend on more than crude, though. Central and state taxes make up a large part of the retail price, and oil companies sometimes hold prices steady for months.

A sustained rise in Brent also adds to the import bill, and with it to transport costs, inflation and the price of everything delivered by truck or courier. It also affects the price of LPG, a large share of which India imports.

Consumer governments complain that holding output back keeps prices above what a free market would produce. OPEC replies that without its discipline, prices would repeat the collapses that oversupply has caused in the past.

OPEC+ is the grouping that actually moves oil now

OPEC+ is not a separate organisation. It is OPEC's members plus partners (Russia, Kazakhstan, Azerbaijan, Oman, Bahrain, Brunei, Malaysia, Mexico and others) who began coordinating in late 2016 after the American shale boom flooded the market.

The arrangement works through a Declaration of Cooperation. Each country takes a share of the agreed cut measured against its own baseline production, and joint ministerial meetings review those numbers regularly.

Compliance is the weak point. Countries that need revenue sometimes pump above their targets, so the arithmetic of who is actually cutting is watched as closely as the headline number.

This is why an OPEC+ meeting, rather than a meeting of OPEC alone, is the event that moves oil prices, typically after hours of negotiation and a joint statement issued late.

Where India stands vis-a-vis OPEC

India is not a member and has no reason to join: as a net importer its interest runs the opposite way. It engages the group through energy dialogues and visits by oil ministers from member countries.

State refiners (Indian Oil, BPCL and HPCL) and producers such as ONGC plan crude purchases months ahead, and a change in output targets announced in Vienna feeds into what they pay and, soon after, into domestic fuel prices.

Households feel it most when crude stays high across a quarter. Freight charges rise, airfares follow, and the government weighs whether cutting excise duty on fuel is worth the revenue loss.

Traders meanwhile read OPEC's Monthly Oil Market Report, the secretariat's own bulletin on stocks, demand and output. It appears before the ministers meet and often shows which way the next decision may go.

Terms to know when reading oil news

Brent and WTI are the two benchmark crude prices quoted in news. Indian refiners buy a basket of grades, and the Indian basket price published by the petroleum ministry is closer to what they actually pay.

A barrel is about 159 litres. India consumes millions of barrels of oil a day, most of it imported, so a change of a few dollars per barrel adds up over a year to a very large sum. That is why oil prices also appear in discussions of the rupee, the trade deficit and GDP growth forecasts.

OPEC, the Organization of the Petroleum Exporting Countries, still shapes global oil supply, and India feels it through the import bill and the pump price. Watch the OPEC+ meetings, not just the original five.

OPEC Full Form: Common Questions

What is the full form of OPEC?

The full form of OPEC is Organization of the Petroleum Exporting Countries, the intergovernmental body of oil-producing nations that coordinates output policy.

When and where was OPEC founded?

OPEC was founded on 14 September 1960 in Baghdad by Iran, Iraq, Kuwait, Saudi Arabia and Venezuela. Its secretariat has been in Vienna, Austria, since 1965.

How does OPEC affect petrol prices in India?

OPEC decisions tighten or loosen global crude supply, which sets the price of Brent. India imports most of its crude, so changes show up in the import bill quickly, though taxes and oil company decisions shape the final pump price.

Is India a member of OPEC?

No. India is a major importer rather than a producer, so it engages OPEC through energy dialogues and bilateral meetings instead of holding membership.

What is OPEC+?

OPEC+ is OPEC's members plus partners such as Russia, Kazakhstan, Azerbaijan and Oman, coordinating production since 2016. Their joint meetings, not OPEC alone, are what move oil prices today.

Which countries have left OPEC?

Qatar (2019), Ecuador (2020), Angola (2024) and, by announcement in April 2026, the UAE from 1 May 2026.
