What MGNREGA Guaranteed

The MGNREGA full form is Mahatma Gandhi National Rural Employment Guarantee Act. Passed in 2005 as the National Rural Employment Guarantee Act and renamed in 2009, it gave every rural household a legal right to 100 days of unskilled manual wage work in a financial year.

Work was demand-driven. An adult member of a household registered with the gram panchayat, received a job card and applied for work. If work was not provided within 15 days of a valid application, the household was entitled to an unemployment allowance.

The wage was for unskilled manual labour and was tied to the state's notified rate. The Centre paid the unskilled wage bill, and wages were meant to go directly into the worker's bank or post office account.

The Act covered rural India and not just a list of poor districts. That is why it was described as a legal right and not as an ordinary welfare scheme.

A Major Change from July 2026

MGNREGA has now been replaced. Parliament passed the Viksit Bharat Guarantee for Rozgar and Ajeevika Mission (Gramin) Act, 2025, usually shortened to VB-G RAM G, and it received the President's assent in December 2025. Reports say it came into force on 1 July 2026, with the 2005 Act repealed from that date.

Among the changes reported are a guarantee of 125 days of work per rural household instead of 100, a pause of up to 60 days in peak farming seasons that states may notify, and a different funding split, under which most states share about 40 per cent of the cost. Existing job cards that are e-KYC verified are reported to stay valid until new cards are issued, and works under way on 30 June are carried into the new framework.

Rules and details are still being finalised, so check the Ministry of Rural Development's notifications and your gram panchayat for the current position before relying on any number on this page. The rest of this article explains how the MGNREGA system worked, because the term continues to appear in exams, news archives and court cases.

What Kind of Work MGNREGA Funded

The money went into durable assets: roads and footpaths, desilting of tanks and canals, farm ponds, land development, afforestation and panchayat buildings. Work on private land counted in certain cases, mostly for households from Scheduled Castes, Scheduled Tribes and other eligible groups.

At least one third of the workers had to be women, and Scheduled Caste and Scheduled Tribe households formed a large part of the workforce in many states. Skilled labour was allowed on site, but the guarantee itself covered unskilled work.

Hiring a contractor for execution was not allowed under the Act, and the use of machines was restricted. Material costs were shared between the Centre and the states, while the unskilled wage component was met by the Centre.

How Accountability Worked Under MGNREGA

Section 17 of the Act made social audits mandatory: the gram sabha reviewed completed works and spending, and anyone could inspect muster rolls and measurement books. Every worksite was supposed to show a board with the cost and details of the work.

Wage payments ran through bank or post office accounts and were tracked on an online fund management system. Delays beyond the notified period were meant to attract compensation. Electronic attendance at worksites became common in later years, and wages were due within about a fortnight of the muster roll closing.

Complaints went to the gram panchayat, the block office or the state portal, and the Act also provided for a grievance officer at the block level.

Eligibility and How to Apply Under the Old Act

Any adult member of a rural household willing to do unskilled manual work could apply. There was no income or caste ceiling, and registration and the job card were free. People applied at the gram panchayat, which was meant to issue the card within 15 days.

The right belonged to the household, not to a contractor or a scheme. If no work was available, a worker could still put in a written application and keep the dated receipt, which is what an unemployment allowance claim depends on. Under the new law, check with the panchayat how registration and cards now work.

Why MGNREGA Shows Up in Policy Debates

It was India's largest rural safety net in terms of reach, and it set a floor for rural wages in villages with little other employment. Economists treated spending on it as an indicator of rural distress.

Demand rose sharply during the 2020 lockdowns, when migrant workers returned to villages, and the scheme was widely credited with cushioning the shock. Critics pointed to delayed wages, uneven work availability and leakage in some states, which is why audits and payment systems were frequent topics. The change of law has revived the debate about how much of a rural job guarantee the Centre and the states should pay for.

MGNREGA made work a legal right for rural households for about two decades, and its name will stay in exam papers and policy debates. For current registration, wages and rules, ask the gram panchayat and read the government's latest notification.
