What the Intelligence Bureau does

IB stands for Intelligence Bureau, India's internal intelligence agency. It collects and assesses information about threats inside the country: terrorism, espionage by foreign services, subversion, and risks to national leaders and critical installations.

It reports to the Ministry of Home Affairs and is headed by a Director (DIB), who is a senior Indian Police Service officer. The assessments it prepares influence how state police forces deploy their personnel.

From the colonial Special Branch to today

Its ancestor was the Central Special Branch, created in 1887 under British rule to track political agitation. The Intelligence Bureau name came into use in the early twentieth century, and after Independence in 1947 it was placed under the Ministry of Home Affairs, where it has remained.

In 1968 external intelligence was moved to the Research and Analysis Wing, which reports to the Prime Minister's office, leaving the IB with the domestic role. The agency has its own cadre and also takes officers on deputation from state police forces, the armed forces and other services.

How it is organised

The IB has field units in the states and along sensitive stretches of the border, with headquarters in New Delhi. Public information about its structure is limited, and that is by design. Its divisions are understood to cover areas such as counter-intelligence, counter-terrorism, cyber threats and internal security.

Staff come from two directions: officers recruited directly, many of them as Assistant Central Intelligence Officers through an open exam, and officers on deputation. Senior leadership is drawn from the IPS.

The ACIO route into the IB

The most visible entry point is the exam for Assistant Central Intelligence Officer, Grade II (Executive). Graduates within the age limit apply online and sit a Tier 1 online objective test, followed by a Tier 2 descriptive paper and then an interview, as laid out in the notification for that year.

The post carries pay at Level 7 of the central pay matrix, with a starting basic pay of ₹44,900 a month plus dearness allowance, house rent allowance and other allowances. A career path leads on to higher grades. Check the current notification for vacancies, age limits and pay.

IB, CBI, RAW and the state police

These bodies are mixed up often. The IB collects intelligence and assesses threats but does not investigate cases. That is the job of the CBI for certain central offences, the NIA for terror cases with national implications, and the state police for most other crimes. RAW gathers foreign intelligence, and every state has its own intelligence branch.

Much of the IB's output never reaches the newspapers: threat advisories to state police, assessments before large public events, and information shared with other agencies. When something goes wrong, it is often the first organisation asked why a warning did not arrive.

The other IB: International Baccalaureate

In schools, IB means International Baccalaureate, a programme run by the International Baccalaureate Organization, based in Geneva. It offers the Primary Years, Middle Years, Diploma and Career-related programmes, and the Diploma Programme for ages 16 to 19 is the best known. Several schools in Indian cities offer it as an alternative to CBSE and ICSE.

Indian universities generally recognise the IB Diploma for admission, but the rules differ by institution and course, so check with the university. Reading the context tells you which IB is meant: security and government point to the Intelligence Bureau, while schools and admissions point to the International Baccalaureate.

The Intelligence Bureau is the oldest arm of India's intelligence system, with colonial roots and a domestic brief since the 1968 split that gave external intelligence to RAW. Its work is judged by what does not happen, so it rarely makes the news.
