What NITI Aayog Is

NITI Aayog, the National Institution for Transforming India, was created by a Cabinet resolution on 1 January 2015 to replace the Planning Commission, which had run since 15 March 1950. The word niti is Sanskrit for policy or good conduct, and aayog means commission.

The Prime Minister chairs it, a vice-chairman nominated by the PM runs it day to day, and the Governing Council brings together chief ministers and lieutenant governors. That council format is the point of the body: states are meant to sit inside policy design rather than receive plans from above.

How It Differs from the Planning Commission

The Planning Commission allocated plan funds to ministries and states, which gave it real leverage. NITI Aayog allocates nothing. Money flows through the Finance Commission and the Union Budget, so its influence comes through research, indices and persuasion rather than approvals.

It replaced five-year plans with a long-term vision document and strategy papers, and it works as a think tank producing reports. Critics say influence without money depends on persuasion, and that public rankings can push states to fix indicators rather than outcomes. Supporters say it ended one-size-fits-all planning.

Programmes That Show Up in the News

The Atal Innovation Mission, launched in 2016, funds Atal Tinkering Labs in schools and incubators for startups. The Aspirational Districts Programme of 2017 ranked and nudged 112 backward districts on health, education and infrastructure indicators, and the Aspirational Blocks Programme extended the method to 500 blocks in 2023.

Its data work travels furthest. The annual SDG India Index ranks states on the sustainable development goals, and the National Multidimensional Poverty Index discussion paper estimated that about 24.8 crore people moved out of multidimensional poverty between 2013-14 and 2022-23. The Aayog also publishes a State Health Index and an Export Preparedness Index, and runs the Women Entrepreneurship Platform, started in 2017.

Who Runs It and How It Is Structured

Alongside the PM as chairman, NITI Aayog has a vice-chairman with cabinet rank (the first was the economist Arvind Panagariya, from 2015 to 2017), full-time members, ex-officio Union ministers and special invitees drawn from universities and research institutions. A chief executive officer of secretary rank handles administration.

Officers come on deputation from the civil services, and the Aayog publishes its indices, discussion papers and action plans on its website, which is where most news stories citing NITI data ultimately come from. It works through committees and task forces that bring in outside experts alongside serving officers.

NITI Aayog in Competitive Exams

Recurring questions are straightforward: the full form, the year of creation (2015), the body it replaced (Planning Commission), its headquarters (New Delhi) and the fact that its chairman is the Prime Minister. State-level general awareness papers add the SDG index and the list of aspirational districts.

For UPSC, the better answer explains function rather than recall: NITI Aayog as a cooperative federalism platform, the source of indices that rank states, and a think tank without funds. That distinction, influence without allocation, is what examiners usually test.

A frequent mix-up is with the Finance Commission, a constitutional body under Article 280 that recommends how tax revenue is shared between the Centre and the states. NITI Aayog was set up by an executive resolution and has no constitutional status.

Reading NITI Aayog Rankings Sensibly

State and district rankings published by the Aayog depend on indicators chosen and weighted by the Aayog, often using data supplied by states. A state can move up because one indicator improved or because the method changed, so read the year-on-year notes before quoting a rank.

The documents also tell you what the Aayog does not do. It does not pass laws, release plan money or run schemes; ministries and states do that. Questions asking who implements a scheme usually point to a ministry, while questions about studies, indices and policy advice point to the Aayog.

NITI Aayog replaced the plan-era body but not its allocation powers, and its indices now shape how states argue about performance. Remember 2015, the Planning Commission, cooperative federalism and the Prime Minister as chairman.
