HSN Full Form
Harmonized System of Nomenclature
What does HSN stand for? A finance term, explained.
HSN Full Form in English, letter by letter
HSN is the Harmonized System of Nomenclature, an international code for classifying goods, used in India on GST invoices and customs forms.
HSN Full Form in Indian Languages
HSN is the code printed against each goods line on a GST invoice. Here is the Harmonized System of Nomenclature in six Indian languages.
How an HSN code is built
The HSN full form is Harmonized System of Nomenclature. The system itself is formally called the Harmonized Commodity Description and Coding System. It was developed by the World Customs Organization and came into force in 1988. More than 200 countries and economies use it, which is why a customs declaration made in Mumbai can be read in Rotterdam.
The digits narrow as you read them. The first two give the chapter, the next two the heading, and the next two the international subheading. India adds two more digits for national detail, giving eight digits for customs tariff and the GST rate schedules.
Take a laptop: chapter 84 covers machinery and mechanical appliances, heading 8471 covers automatic data-processing machines, and 8471 30 is the subheading for portable ones. More digits mean a more exact description, and often a different rate or duty.
Because so many countries use the same six digits, a trader or economist can compare import and export statistics line by line across borders. That common language sits behind most of the trade data you read in newspapers.
HSN inside the GST system
GST rates are attached to HSN codes and descriptions, so classification decides the rate. Since the rate overhaul that took effect on 22 September 2025, most goods fall at 5 or 18 per cent, with 40 per cent on a small set of demerit goods, but the 12 and 28 per cent slabs no longer exist. Always check the current notification for the code you use.
How many digits you must quote depends on turnover. Taxpayers with annual turnover up to Rs 5 crore quote four digits on invoices, and those above Rs 5 crore quote six digits. B2B and export supplies need the code on the invoice by the applicable rule, and the HSN summary is reported in the GST return.
Services use a different code, the Services Accounting Code (SAC), which begins with 99. A software company's hardware sale is one line with an HSN, and its annual support contract is another with a SAC. Both appear on an invoice that also carries the supplier's GSTIN.
The tax itself is charged as CGST plus SGST within a state and as IGST between states, and the HSN decides the rate in both cases. Rate revisions refer to these codes directly. When the GST Council changes a rate, the notification lists the chapters, headings or tariff items covered, and your accountant reads the entry against your code.
Getting classification wrong
Disputes are common where a product sits between two headings, and the outcome can cost crores in tax or duty. Customs authorities apply the General Rules for Interpretation of the Harmonized System to settle it, and businesses can seek an advance ruling before importing.
Importers and exporters also need the correct code for trade benefits. Preferential origin claims, duty drawback and exemption notifications all depend on classification. The customs tariff is notified by the CBIC, while the DGFT publishes the ITC (HS) classification used for export and import policy.
Most firms now search the GST portal or the customs tariff instead of guessing. A distributor with many categories should check every line item, not just the fast-moving ones.
E-invoicing has raised the stakes. A mismatch between the invoice, the e-invoice and the return can raise an automated notice, and repeated mismatches invite scrutiny. Checking codes before billing is cheaper than contesting notices later.
Who maintains HSN, and how it changes
The World Customs Organization reviews the Harmonized System at regular intervals, about every five years, to track new products and trade patterns. HS 2022 is the version in force now, and the next edition is due from 2027. India maps its customs tariff and GST schedules onto each version, so a code that worked last year can be split or merged.
Commerce students meet HSN in GST papers and accountants meet it in daily invoicing. The useful skill is reading down from the four-digit heading and narrowing, not memorising thousands of codes.
Free lookup tools exist, but the authority is the customs tariff and GST notifications themselves. If a code from a search tool conflicts with the notification, the notification wins.
HSN, HS code and SAC compared
In everyday talk, HSN and HS code mean almost the same thing. Strictly, HS is the six-digit international part, and HSN is the name India uses for the code with its extra national digits. SAC covers services. A common student mistake is to apply an HSN to a service invoice, which should carry a SAC instead.
HSN looks like bureaucratic numbering until a wrong digit brings a notice. Read the code from chapter downward and most classification questions answer themselves.
HSN Full Form: Common Questions
What is the full form of HSN?
The full form of HSN is Harmonized System of Nomenclature, the international product classification system developed by the World Customs Organization.
How many digits does an HSN code have?
The international system uses six digits. India uses eight digits for customs tariff and GST, with two national digits added after the six common to all member countries.
Is an HSN code mandatory on GST invoices?
Yes, for goods. Taxpayers with annual turnover above Rs 5 crore must quote six digits and those up to Rs 5 crore four digits, subject to the current rules for B2C and exempt supplies.
What is the difference between HSN and SAC?
HSN codes classify goods and SAC codes classify services. Both are used under GST, and every supply is described with whichever applies.
Who develops and updates the HSN?
The World Customs Organization maintains it and revises it about every five years. India adopts each version into its customs tariff and GST schedules.
How do I find the HSN code for my product?
Search the GST portal's HSN lookup or the customs tariff, start from the chapter that matches your product, and narrow to the heading and subheading. For doubtful cases, consult a tax professional or seek an advance ruling.
