HRA full form and who gets it

HRA full form is House Rent Allowance: money from an employer towards rent. Private companies set it as a percentage of basic pay, commonly 40% or 50%, or skip it and pay a higher basic instead.

If the company gives you accommodation or pays the landlord directly, HRA is nil or reduced. The allowance exists to cover rent you pay yourself.

Central government employees get HRA as a percentage of basic pay by city class. Under the 7th Pay Commission the rates began at 24%, 16% and 8% for X, Y and Z cities, and were later raised in steps as dearness allowance crossed set limits. X cities are those with a population of 50 lakh or more.

The exemption formula

Under Section 10(13A) of the Income-tax Act 1961, the exemption is the least of three figures: the actual HRA received; rent paid minus 10% of salary (basic plus DA and commission on fixed percentage); or 50% of salary in the metro cities and 40% elsewhere.

Take a basic of 40,000 rupees, HRA of 16,000 and rent of 15,000. Ten per cent of salary is 4,000, so rent minus that is 11,000, the least of the three. Eleven thousand rupees a month is exempt and the remaining 5,000 of HRA is taxable.

Only rent you actually pay counts, so keep receipts. Paying rent to parents is allowed, provided they genuinely receive it, declare it as income and the rent is paid by bank transfer.

Which cities get the 50% limit

Until the 2025-26 tax year, the 50% limit applied only to Delhi, Mumbai, Kolkata and Chennai. The new Income-tax Act 2025 took effect on 1 April 2026, and reports on the Income-tax Rules 2026 say Bengaluru, Hyderabad, Pune and Ahmedabad were added to that list. Confirm this on the Income Tax Department's website for your year.

The other two limbs of the formula are unchanged. For many people the middle one, rent minus 10% of salary, is the limit that bites anyway, so the city list matters only when rent is high compared with salary.

Moving cities mid-year changes the cap. The 50% ceiling applies only for the months you spent in a qualifying metro; the rest of the year is judged at 40%.

Old regime or new regime

The new tax regime, now the default, does not allow HRA exemption. Claiming it means opting for the old regime, where rates are higher but exemptions and deductions are available.

Run both on your real numbers. With rent, home-loan interest and 80C investments the old regime often still wins; without them the new one usually does.

Form 12BB and rent receipts go to your employer, who works out the monthly exemption. If annual rent exceeds 1 lakh rupees, the landlord's PAN must be given.

Section 80GG: rent without HRA

Salaried and self-employed people who pay rent but receive no HRA can claim under Section 80GG: the least of 5,000 rupees a month, 25% of adjusted total income, or rent minus 10% of adjusted total income.

Conditions apply. You, your spouse or minor children should not own a residential house at the place where you live or work, and Form 10BA must be filed declaring the details.

The deduction is capped at 60,000 rupees a year and is available only under the old regime, but it is the only rent relief open to the self-employed.

CTC, city changes and rent reimbursements

Employers usually quote HRA inside the CTC. If you end up living rent-free with family, that component simply turns fully taxable, so compare offers on take-home pay and not on the headline package.

Some companies pay a rent reimbursement against bills rather than calling it HRA. The tax rule is the same: exemption depends on the rent actually paid and the formula, whatever the component is named.

When you change jobs, give the new employer proof of rent from the start of the year, or claim the balance when you file your return.

Landlord side and the paper trail

Rent paid by a company or firm attracts TDS under Section 194-I once it crosses the yearly limit, which was raised to 6 lakh rupees from April 2025. An individual tenant paying more than 50,000 rupees a month deducts 2% under Section 194-IB. Check the current rates before you pay.

Landlords must declare rent as income. A PAN that never shows rental income, against a tenant claiming exemption, is one of the commonest mismatches that draw notices.

Keep the rent agreement, a trail of bank transfers and signed receipts. Genuine claims clear quickly, while unsupported ones are added back to income with interest.

HRA, House Rent Allowance, is exempt only when the rent is real, the receipts exist and the tax regime you chose allows it. Get those three right before you file.

HRA Full Form: Common Questions

What is the full form of HRA?

HRA stands for House Rent Allowance, the salary component an employer pays towards your rent. It can be partly exempt from tax if you actually pay rent and choose the old regime.

How is HRA exemption calculated?

Take the least of: HRA actually received; rent paid minus 10% of salary (basic plus DA); and 50% of salary in the metro cities or 40% in other cities. The result is exempt and the rest of the HRA is taxed.

Can I claim HRA in the new tax regime?

No. The new regime does not allow HRA exemption. You must opt for the old regime to claim it along with other exemptions.

What if I pay rent but get no HRA?

Section 80GG allows a deduction of the least of 5,000 rupees a month, 25% of adjusted total income, or rent minus 10% of adjusted total income, subject to ownership conditions and Form 10BA.

Is the landlord's PAN mandatory for HRA?

If yearly rent is above 1 lakh rupees, you must give your landlord's PAN to your employer. If the landlord has no PAN, a declaration is needed.

Can I pay rent to my parents and claim HRA?

Yes, if the rent is real, paid by bank transfer, and your parents declare it as income. A house owned by you but occupied by someone else is a separate question and needs advice.
