What Cost, Insurance and Freight means in a contract

CIF is one of the Incoterms published by the International Chamber of Commerce, which first issued the rules in 1936 and now updates them on a ten-year cycle, with Incoterms 2020 in force. CIF applies only to sea and inland waterway transport, alongside FAS, FOB and CFR.

Under CIF the seller pays for transport and marine insurance up to the destination port. The catch is that risk passes to the buyer the moment the goods are loaded on board at the port of shipment, so the seller's cost runs much further than the seller's risk. That gap is where disputes start.

The seller's CIF package normally includes the commercial invoice, packing list, bill of lading and insurance certificate. Without the transport document the buyer cannot clear the goods even after the vessel has docked, which is why banks treat those papers as the basis of the letter of credit.

The insurance CIF actually requires

The rules demand only minimum cover, Institute Cargo Clauses C, which handles major casualties such as fire, sinking and collision but not much else. A buyer wanting broader protection should write Institute Cargo Clauses A into the contract instead of assuming.

Buyers who need the goods covered door to door should look at CIP instead, which under Incoterms 2020 requires all-risk cover. Getting this in writing before shipment matters because premiums and exclusions are set at that stage, not after a loss.

Why CIF matters to an Indian importer

Indian customs assesses duty on a value built from the CIF figure, adding freight and insurance up to the place of importation before levying basic customs duty. A quote that looks cheap on paper can turn expensive once carriage is added.

Compare quotations on the same basis: a CIF Mumbai price against an FOB Shanghai price tells you nothing until freight and insurance are adjusted. Also remember that Incoterms govern cost, risk and tasks only. Payment terms, transfer of title and governing law belong in the contract, and payment for imports goes through an authorised dealer bank under RBI rules.

Import clearance, duty and the cost of moving goods out of the destination port stay with the buyer, even though the seller paid the freight. Take a machine quoted at ₹8 lakh FOB with ₹60,000 of freight and insurance. The CIF value is ₹8.6 lakh, and customs adds a landing charge of 1 percent when it fixes the assessable value. Basic customs duty comes next, then a social welfare surcharge of 10 percent of that duty, then IGST on the total. Rates depend on the tariff heading, so check the current schedule.

For an Indian exporter selling on CIF terms, the invoice shows the goods value with freight and insurance as part of the price. Export of goods is treated as a zero-rated supply under GST, subject to the conditions in the law.

CIF, CFR and FOB side by side

FOB means the seller's obligations end once the goods are on board at origin, leaving freight and insurance to the buyer. CFR (the older name is C&F) means the seller pays freight but no insurance. CIF is simply CFR plus insurance.

Do not confuse C&F in this sense with a C&F agent. In Indian pharma and FMCG distribution, a C&F agent is a carrying and forwarding agent: a firm that stores a company's stock in a state and ships it on to stockists. That is a warehousing role, unrelated to the shipping term. Ask any counterparty which Incoterm version and which named port they mean, because Incoterms only work when the place is stated.

CIF in your bank passbook: Customer Information File

Indian banks use the same three letters for something else entirely. The CIF number printed on a passbook is the Customer Information File, a master identifier that gathers your accounts, deposits, cards and KYC records under one folder in core banking.

One customer generally holds one CIF across the branch network, and quoting it speeds up service requests, loan processing and account transfers. Two unrelated meanings, one acronym: trade contracts and your savings account both use CIF.

CIF puts cost, insurance and freight in the seller's column while risk moves to the buyer at the loading port, and in Indian banking the same letters name the number on your passbook. State the Incoterm version and the named port in every contract, and do not assume the insurance is broader than Clause C.

CIF Full Form: Common Questions

What is the full form of CIF?

In trade, CIF means Cost, Insurance and Freight, an Incoterm where the seller pays for carriage and marine insurance to the destination port. In banking it means Customer Information File.

Who bears the risk in a CIF shipment?

The buyer, once the goods are loaded on board the vessel at the port of shipment. The seller continues paying freight and insurance to the destination, so cost and risk split at different points.

What insurance does CIF require?

Only minimum Institute Cargo Clauses C cover unless the contract states otherwise. Buyers wanting wider protection should specify Clause A or move to CIP, which requires all-risk cover under Incoterms 2020.

What is the CIF number in a bank passbook?

It stands for Customer Information File, a master customer ID that links all your accounts, deposits, cards and KYC details in the bank's core banking system.

What is the difference between CIF and C&F?

C&F is the older name for CFR, where the seller pays freight only. CIF is CFR plus insurance, so the seller also arranges marine cover for the journey. A C&F agent in Indian distribution is something else entirely: a carrying and forwarding agent that warehouses stock.
