Origin of the Agency

CIA stands for Central Intelligence Agency, the civilian foreign intelligence service of the United States. It was created by the National Security Act of 1947, signed by President Harry Truman, and it took over from the Central Intelligence Group, a smaller body that had worked since 1946. Its predecessor in wartime was the Office of Strategic Services.

The headquarters is in Langley, Virginia, near Washington DC, in a campus named the George Bush Center for Intelligence. The head of the agency is the Director of the CIA, who is appointed by the President and confirmed by the Senate.

What the CIA Does and Does Not Do

Its core task is collecting intelligence about foreign countries and groups, mostly through human sources run by case officers posted abroad, and writing analysis for the President and senior officials. It can also carry out covert action when the President authorises it in writing and the intelligence committees of Congress are informed.

It is not a police force. CIA officers do not make arrests, and the agency is barred from law enforcement and internal security powers. Crimes inside the United States are investigated by the FBI. Executive orders also limit the collection of information about people inside the country.

The President's Daily Brief, a summary of key intelligence issues given to the President each day, is put together by the Office of the Director of National Intelligence with the CIA contributing a large part of the material. Much of the agency's real work is routine: analysis, translation, tracking long-term issues such as weapons proliferation.

Structure and Staff

The agency is divided into directorates, including operations, analysis, science and technology, digital innovation and support. Staff include case officers, analysts, linguists, engineers and scientists. The CIA's budget is part of the classified National Intelligence Program, so the exact figures are not public.

The CIA director reports to the Director of National Intelligence, an office created after the 2001 attacks to coordinate the American intelligence community, which has 18 member organisations including the CIA, the NSA and the military intelligence services.

Oversight and Controversy

Two congressional bodies oversee it: the Senate Select Committee on Intelligence and the House Permanent Select Committee on Intelligence. There is also an independent Inspector General inside the agency.

Its history includes both successes and failures. The Bay of Pigs invasion of Cuba in 1961 failed. The MKUltra experiments on mind control were exposed in the 1970s. A 2014 Senate report criticised the detention and interrogation programme run after 2001. Supporters point to intelligence work that contributed to the 2011 operation that found Osama bin Laden in Abbottabad, Pakistan.

CIA in Indian Exams and Other Meanings

Indian students meet the CIA in general awareness papers, usually next to RAW, India's external intelligence agency formed in 1968, and the Intelligence Bureau, which handles internal security. Other countries' agencies often asked in the same question include Pakistan's ISI, Britain's MI6 and Israel's Mossad.

In accounting, CIA also stands for Certified Internal Auditor, a professional credential, and in cybersecurity CIA is the 'confidentiality, integrity, availability' triad. In school and college assessments, CIA can mean Continuous Internal Assessment. News stories and general knowledge questions mean the American agency.

The CIA is an agency with a defined legal role and legislative oversight, quite different from the way films show it. For Indian exams, it is the American counterpart to RAW.
