What benchmark actually means in Indian law
A benchmark disability is not a casual description, it is a certified level. Under the Rights of Persons with Disabilities Act, 2016 (RPwD Act), a person with not less than 40 per cent of a specified disability, unless the definition of that disability already lays down a different measurement, is a person with benchmark disability. Below that line you may still be a person with a disability, but the reservation and relaxation attached to PWBD do not automatically apply.
The 2016 Act widened the list from the 7 conditions of the older 1995 law to 21, adding conditions such as autism spectrum disorder, specific learning disabilities, acid attack victims, thalassaemia, haemophilia and multiple sclerosis. PWBD, PwD and Divyangjan are not synonyms

Divyangjan is the term the Government of India has used since 2015 for persons with disabilities, and the central department that handles these matters is called the Department of Empowerment of Persons with Disabilities (Divyangjan). How reservation and relaxation work for the category
Section 34 of the RPwD Act requires government establishments to reserve not less than 4 per cent of vacancies in each cadre for persons with benchmark disabilities. The 4 per cent is split into four groups: 1 per cent for blindness and low vision, 1 per cent for deaf and hard of hearing, 1 per cent for locomotor disability including cerebral palsy, leprosy cured, dwarfism, acid attack victims and muscular dystrophy, and 1 per cent for autism, intellectual disability, specific learning disability, mental illness and multiple disabilities. Section 32 provides for not less than 5 per cent reservation in higher education institutions.
In central government direct recruitment, the upper age limit is relaxed by 10 years for PWBD candidates, with 13 years for OBC and 15 years for SC and ST candidates. Many exams also reduce or waive the application fee. A candidate in the EWS category does not get the extra years. Check the notification of the recruiting body, for example UPSC or SSC, because states and banks follow their own schedules.
Not every post is open to every disability. Government identifies posts as suitable for particular categories, so the fit between your certificate and the post matters as much as the certificate itself.
What certificate you actually need to carry
You need a disability certificate issued by a competent medical authority, stating the condition, the percentage and whether it is permanent or temporary. Carry the originals and a set of photocopies to document verification, and check that the name and date of birth on the certificate match your application exactly. A mismatch has delayed appointments in more cases than anyone likes to admit, and fixing it takes months. Common mistakes when applying under PWBD
The most common mistake is claiming the category without a valid certificate at the time of application. Many notifications allow you to upload it later only if you clearly state this, so read the instructions. Another is choosing a post that is not identified as suitable for your condition, which leads to rejection at the verification stage.
Candidates also confuse the percentage on the certificate with the percentage the post requires. Some posts need a minimum functional ability, not only 40 per cent. Finally, if you have a temporary disability, check whether the exam accepts temporary certificates before you apply, since many accept only permanent ones.
If you are a scribe user, apply early for the facility. Rules for a writer, extra time and a separate seating arrangement are set by each exam body, and the request usually has to be made with the application form, not at the exam hall.
