From the 1986 policy to NEP 2020

The National Education Policy 2020 was approved by the Union Cabinet on 29 July 2020. It replaced the policy of 1986, which had been revised in 1992. Earlier policies came in 1968 and 1986, so NEP 2020 is the third national policy since Independence.

A committee headed by K. Kasturirangan, former chairman of ISRO, prepared the draft, which went out for public comment. Education is on the concurrent list, so both the Centre and the states must act. Much of the policy reaches students only after states or boards frame their own rules.

The 5+3+3+4 school structure

The old 10+2 pattern is replaced by 5+3+3+4, which has four stages. Foundational covers ages 3 to 8, five years including three years of pre-primary. Preparatory covers ages 8 to 11. Middle covers ages 11 to 14. Secondary covers ages 14 to 18.

Class 6 onward brings vocational exposure and internships, and coding is introduced at the middle stage. Board exams are meant to test understanding rather than rote learning, with the idea that students may get more than one chance. Details differ by board, so read your own board's circulars.

Worked example: a child who turns three in 2026 would enter the foundational stage, spend three years in pre-primary, then Classes 1 and 2, and reach the preparatory stage in Class 3. Where the state has not yet adopted the structure, the child may still enter at the older Class 1 age of six, so ask the school which pattern it follows.

Language rules and the argument they started

The policy says the home language, mother tongue or a regional language should be the medium of instruction at least until Class 5, and preferably until Class 8. It also offers more choice of Indian languages, including Sanskrit.

Some states read this as pushing Hindi, and several clarified that English-medium schools would continue. The policy states a preference, not a ban. The medium of instruction stays with state boards and schools.

For parents the practical question is simpler: which language will my child be taught in, and can I still choose? Ask the school which language policy it follows and whether the board has issued a circular. Do not rely on social media forwards.

Four-year degrees and multiple exit points

Undergraduate programmes can run for four years with several exit points: a certificate after one year, a diploma after two, a bachelor's degree after three and an honours degree after four. Credits go into the Academic Bank of Credits, so a break in study need not erase earlier work.

The policy also proposes a single higher education regulator in place of bodies such as the UGC and AICTE, with multidisciplinary institutions. Check current news on this, because the existing regulators continue to function until new law replaces them.

Students already in a three-year degree are generally not forced into the new pattern mid-course. The four-year option usually applies to new admission batches, and each university announces its own cut-off sessions.

Targets, teachers and funding

NEP aims for 50 percent gross enrolment in higher education by 2035 and urges public spending on education of about 6 percent of GDP. New teachers are expected to come through a four-year integrated B.Ed by 2030.

Students see the effects through subject choices, credit transfer, skill courses and early-grade teaching in home languages, usually some time after their state or board adopts the rules.

Four-year degree rules also differ between universities. A student who wants to leave after three years, or move to a postgraduate course abroad, should confirm in advance whether the university treats the three-year route as complete, and whether the target course accepts it.

What changed for college admissions

The National Testing Agency began running CUET for central university admissions from 2022, in line with NEP's call for a common entrance route. Several state and private universities also accept its scores, but board marks and other entrance tests still matter for many courses.

Colleges have also begun to offer skill-based minors and optional subjects across streams, which is the multidisciplinary intent of the policy showing up in course lists.

NEP, the National Education Policy of 2020, changes school stages, degree structures and admission routes. Most of it reaches families through state and board rules, so local notifications matter as much as the policy text.

NEP Full Form: Common Questions

What is the full form of NEP?

NEP stands for National Education Policy. The current one, NEP 2020, was approved on 29 July 2020 and replaced the policy of 1986. It covers school education, higher education and teacher training.

When will NEP be implemented in my state?

There is no single date. Education is on the concurrent list, so states and boards decide the timing. Many have started restructuring school stages, while changes to degrees and regulators are slower. Check your state education department's notices.

What does 5+3+3+4 mean in NEP?

It is the school structure NEP introduces: five years of foundational stage including pre-primary, three years preparatory, three years middle and four years secondary. It replaces the 10+2 pattern and brings ages 3 to 6 into the formal system.

Is NEP against English-medium education?

No. It prefers the mother tongue or a regional language in early grades, but does not ban English. Schools can still offer English medium, and English is taught as a subject.

What is the Academic Bank of Credits?

It is a digital record where a student's earned credits are stored. A student can leave a degree and return later, or move between institutions, and have credits counted, as the university rules allow.

Who prepared NEP 2020?

A committee chaired by K. Kasturirangan prepared the draft. After public consultation, the Union Cabinet approved the final policy on 29 July 2020.
