What the Council does

The National Council for Vocational Training was set up by the Government of India in 1956 as an advisory body on vocational training. It advises on policy, sets standards and curricula for the Craftsmen Training Scheme, and gives its name to the National Trade Certificate (NTC).

The day-to-day work, including the All India Trade Test, is handled by the Directorate General of Training (DGT) under the Ministry of Skill Development and Entrepreneurship. When an ITI says a trade is NCVT-affiliated, it means the trade follows the national syllabus and assessment.

ITI trades under the Craftsmen Training Scheme

Most people meet NCVT through courses at an ITI. Trades such as Fitter, Electrician, Welder, Turner, Mechanic (Diesel) and Computer Operator and Programming Assistant follow a common national syllabus. Courses run for one or two years, depending on the trade. An employer can compare a trainee from Kanpur with one from Coimbatore without a separate test.

Admission usually needs a pass in Class 8 or Class 10, depending on the trade, with some trades asking for particular subjects. Age limits, seats and reservation rules are published each session by the state admission authority, so read the prospectus of your state.

Worked example: a student who finishes Class 10 and joins a two-year Electrician trade at a government ITI studies the national syllabus, appears in the All India Trade Test at the end, and receives an NTC if she passes. She can then register for apprenticeship, apply to technical posts that ask for ITI, or study further through bridge and diploma options where her state allows them.

The All India Trade Test and the NTC

A course ends with the All India Trade Test. The paper is common across the country and the result is recorded on the National Trade Certificate with the trainee's roll number, trade and marks.

Certificates and results can be checked on the NCVT MIS portal (ncvtmis.gov.in), which also handles requests for duplicate or corrected certificates. Keep your roll number and registration details safe, since the portal needs them. The MIS in the portal's name means Management Information System, the online record of trainees.

Check name, date of birth, trade and session on the certificate against your school records. Corrections are easier while the ITI still holds your admission file, so raise any mismatch in the first year and not when a job form is due.

NCVT or SCVT: which certificate do you hold?

Trainees receive either an NTC from NCVT or a State Trade Certificate from the State Council for Vocational Training, depending on which body the ITI trade is affiliated to. The syllabus is often similar, but the issuing body differs.

Many central government and PSU notifications name the NCVT certificate in their eligibility clause. Check your own ITI's affiliation before you join, because DGT has been moving some trades from state to national affiliation in recent years and the position changes by trade and session.

Where the NTC helps

Railway recruitment for technical posts, defence trades, public sector apprenticeships and state skill programmes ask for an ITI certificate in the prescribed trade. Apprenticeship portals ask for the certificate number at registration.

Employers hiring welders, fitters and electricians abroad also ask for NCVT or NTC details, which is one reason the certificate carries weight beyond India.

NCVT certificate versus short skill-training cards

Short courses under skill missions and training partners issue their own completion certificates after a few weeks or months. These are not NTCs and do not represent the All India Trade Test. If a job notification asks for an ITI certificate or NTC, such a card will not satisfy it.

Before paying for a course, ask which body issues the final certificate and read the exact wording of the eligibility clause in the jobs you want.

For anyone comparing job notifications, NCVT marks a nationally standard trade qualification. Check which body will issue your certificate before you pay for a course, and keep your roll number safe.

NCVT Full Form: Common Questions

What is the full form of NCVT?

NCVT stands for National Council for Vocational Training, an Indian government body set up in 1956 that sets standards for the Craftsmen Training Scheme and awards the National Trade Certificate.

What is the difference between NCVT and SCVT?

NCVT is the national council and its certificate is the National Trade Certificate. SCVT is the state council, which issues a State Trade Certificate for trades affiliated to the state. Many central notifications name NCVT specifically.

How do I verify an NCVT certificate?

Use the NCVT MIS portal at ncvtmis.gov.in with the trainee's details such as roll number. The portal also handles duplicate certificates and corrections, so employers can check records directly.

Is an ITI course free in government institutes?

Government ITIs charge a modest fee, and many states give concessions to reserved categories and girl trainees. Private ITIs usually charge more. Fees vary by state, so check the current prospectus.

What is the National Trade Certificate (NTC)?

It is the certificate given to a trainee who passes the All India Trade Test in an NCVT trade. It records the trade, roll number and marks, and is accepted for apprenticeships and jobs requiring an ITI qualification.

Is a PMKVY certificate the same as an NCVT certificate?

No. Short-term skill certificates are different from the NTC. If a job asks for an ITI certificate or NTC, a short-term completion certificate usually does not meet the requirement.
