Central Government Health Scheme
What does CGHS stand for? A government term, explained.
CGHS Full Form in English, letter by letter

CGHS Full Form in Indian Languages
CGHS is the Central Government Health Scheme, the medical scheme for central government staff and pensioners. Its name in six Indian languages is below.
What the scheme covers
The Central Government Health Scheme was launched in Delhi in 1954 and today runs wellness centres and polyclinics in many cities. It pays for outpatient consultation, medicines, diagnostics and hospital treatment at empanelled hospitals for serving central government employees and pensioners.
Coverage extends to family members within the scheme's dependency rules, All India Services officers on central deputation, staff of certain autonomous bodies and members of Parliament and former members.
The cover is contributory: a subscription is recovered from salary or pension according to pay or pension slabs. State government staff, private sector employees and the self-employed are outside it and depend on state schemes, ESI or their own insurance.
How you actually use it
The card is the key. Wellness centres handle day-to-day OPD visits, issue medicines from the CGHS dispensary and refer you to approved diagnostic labs. A specialist consultation or a scan normally needs a referral from a CGHS medical officer.
For admission you go to a private hospital empanelled with CGHS. Cashless treatment is available for eligible categories with the required referral, and in an emergency you can be admitted first and inform the scheme afterwards, within the time limit set in the current rules.
The list of empanelled hospitals, rates and forms is published on the official CGHS website. An out-of-date card is a common reason for a claim being refused at the counter.
A typical sequence for a serving employee: visit the wellness centre, get the prescription and referral, take the referral to the panel hospital, show the card and ID, and collect discharge papers. Keep copies of every document, because reimbursement claims are decided on the paperwork.
Where the cover stops
Treatment outside India is not covered. Nor is treatment at a private hospital outside the CGHS panel, except in an emergency or other allowed cases, where you claim reimbursement afterwards at approved rates. Cashless at any hospital is not how the scheme works.
Compare it with ECHS, which serves armed forces veterans, and with Ayushman Bharat PM-JAY, which serves identified low-income families. Central government staff get CGHS because of their service, not their income.
Medicines bought without a prescription and most alternative treatments outside the AYUSH routes the scheme permits are also outside the benefit.
Rates for procedures are fixed in the CGHS package list, and an empanelled hospital must charge those rates. If a hospital asks for a payment beyond the listed rate for a package covered by the scheme, ask for a written explanation and raise it with the CGHS office.
Practical points patients get wrong
Referral before admission
Walking into a panel hospital without a referral letter is the quickest way to pay from your own pocket. Get the advice in writing, check that the hospital is still on the current panel list, and confirm whether your category qualifies for cashless treatment or only for reimbursement at CGHS rates.
Medicines and tests
Medicines should come from the CGHS dispensary against a valid prescription. If something is genuinely unavailable, the rules allow a purchase elsewhere with proper documentation, and tests need to be at an approved lab, so a report from an unapproved lab may not be accepted.
Getting and maintaining the card
Serving employees apply through their ministry or department with proof of posting, photographs and family details, while pensioners apply using their pension payment records. Documents asked for change from time to time, so check the current list with the CGHS office in your city. The card carries a beneficiary number linked to your record, and it should come with you to every visit.
Update it when designation, address or family composition changes. Validity and renewal rules differ between serving staff and pensioners, so check before the card lapses, and pay any fee only through official channels.
Card validity and panel status decide what you pay, so keep the card current, carry the referral and check the empanelled hospital list before you go. Understand the rules before you need care, not after.
