CDM as a Cash Deposit Machine

In everyday Indian use, CDM most often means a Cash Deposit Machine: a self-service terminal, often placed beside an ATM, that lets you pay cash into a bank account without queueing at the counter. You insert your debit card or enter the account number, put in the notes, and the machine counts them and credits the amount.

Many machines detect fake notes and reject damaged ones. A 'recycler' is a newer type that also lets the notes it receives be paid out to other customers as withdrawals.

Using a cash deposit machine safely

Check the account name shown on the screen before confirming a deposit, and keep the printed slip until the amount appears in your passbook or statement. Machines usually take a limited number of notes per transaction, so large sums need several rounds. Banks apply their own limits and charges, and a savings account may allow a fixed number of free cash deposits.

Cash deposits of 50,000 rupees or more in a day require your PAN, and large yearly cash deposits are reported to the tax authorities. If the machine keeps notes but the amount is not credited, note the time and machine ID and complain to the bank at once.

Cash deposit machines are most useful for small traders and for people who live far from a branch. Read the screen carefully, count your notes before inserting them, and do not accept help from strangers standing nearby.

CDM as the Clean Development Mechanism

The other meaning is climate related. The Clean Development Mechanism was created under Article 12 of the Kyoto Protocol, adopted in 1997 and in force from 2005. Its logic was that cutting a tonne of carbon dioxide costs much less in India or China than in Europe, so rich countries could pay for projects there and count the savings toward their own targets.

Projects earned certified emission reductions (CERs), each equal to one tonne of carbon dioxide equivalent avoided. Buyers were mainly European firms meeting compliance caps, and host countries gained cleaner plants and investment.

How a CDM project earned credits

A developer prepared a project design document showing the reduction was additional, meaning it would not have happened without the credit revenue, and obtained approval from the host country's designated national authority. In India that authority is the National CDM Authority in the environment ministry.

An independent auditor validated the design, the UN's CDM Executive Board registered the project, and after monitoring and verification the board issued CERs, usually over seven-year crediting periods that could be renewed.

What additionality means

Additionality asks whether the project would have happened anyway. A wind farm that is already profitable without credit revenue should earn nothing, and proving that turned out to be the hardest and most disputed part of the scheme.

CDM projects in India and the collapse of the market

India was one of the largest host countries, with well over a thousand registered projects: wind farms in Tamil Nadu and Gujarat, small hydro, bagasse cogeneration in Maharashtra and Karnataka, and industrial projects capturing potent gases at chemical plants. Consultancies built businesses around preparing project documents.

After 2012 demand collapsed because the European Union limited which CERs it would accept, and prices fell from around twenty euros to a fraction of one. Critics had earlier questioned additionality and noted that some industrial-gas projects earned very large credits.

What replaced the Clean Development Mechanism

Kyoto's second commitment period ended in 2020 and the CDM wound down. Its successor under the Paris Agreement is the Article 6.4 mechanism, which carries over parts of the rules and registry. Voluntary carbon markets run by bodies such as Verra and the Gold Standard supply much of the offset demand today. India is also building its own Carbon Credit Trading Scheme, administered by the Bureau of Energy Efficiency.

Check which CDM your reading refers to: the bank machine you meet on the street or the climate scheme in an environment chapter. The context, a banking exam or a UPSC syllabus, usually decides which one is intended.

CDM Full Form: Common Questions

What is the full form of CDM?

CDM most commonly stands for Cash Deposit Machine in Indian banking. In climate policy it stands for Clean Development Mechanism, a Kyoto Protocol scheme.

How do I deposit cash in a CDM?

Insert your debit card or enter the account number, place notes in the tray as shown, confirm the counted amount and collect the slip. The credit usually shows in the account soon after.

What role did India play in the Clean Development Mechanism?

India was among the largest hosts, with well over a thousand registered projects in wind power, small hydro, cogeneration and industrial gas destruction.

Is the Clean Development Mechanism still running?
