BIS Full Form and What the Bureau Does

The BIS full form is Bureau of Indian Standards, India's national standards body. It works under the Ministry of Consumer Affairs, Food and Public Distribution and has its headquarters at Manak Bhavan in New Delhi.

It grew out of the Indian Standards Institution, set up in 1947, and became the Bureau of Indian Standards under the BIS Act, 1986. The BIS Act, 2016 replaced that law with a newer framework covering product certification, hallmarking, laboratory testing and penalties for misuse of the standard mark.

Its main output is the Indian Standard, a document that fixes composition, dimensions, test methods and safety limits for a product or process. India has more than 20,000 of them, covering cement grades, steel bars, toy safety and packaged water. BIS also represents India in international standards work, including the technical barriers to trade enquiry point linked to the WTO.

The ISI Mark: How a Product Gets Licensed

The best-known face of BIS is the ISI mark, the certification mark a manufacturer may apply only after BIS grants a licence for that product.

The route is an application on the BIS portal, testing of samples against the relevant Indian Standard, and an inspection of the factory and its own test facilities. Once licensed, the product carries the ISI mark together with a licence number, written as CM/L followed by digits, that identifies the licence holder.

A licence is monitored. BIS draws samples from the factory and from the market, and a failed lot can lead to suspension or cancellation. Using the standard mark without a licence is an offence under the Act and can attract a fine and imprisonment.

Hallmarking Gold: HUID, Karats and Where It Applies

For gold and silver jewellery, BIS runs a separate scheme called hallmarking. A BIS-recognised assay and hallmarking centre tests the article and marks it with the BIS logo, the purity grade (for example 22K916) and a six-character alphanumeric number called the HUID, short for Hallmark Unique Identification.

Mandatory hallmarking of gold jewellery began on 23 June 2021 in 256 districts. It has been extended in phases, and BIS and the government have added further districts since then, so the full list of districts currently covered is on the BIS website. Jewellers must be registered with BIS to sell hallmarked jewellery in a covered district.

The HUID is what lets a buyer verify a piece. Entering it in the BIS Care app shows the jeweller, the type of article and the purity recorded, which is the quickest way to catch a wrong purity claim.

CRS Registration, Water Standards and Other Schemes

Many people meet the Compulsory Registration Scheme without noticing. Started in 2012 for electronics and IT goods, it requires a manufacturer, domestic or imported, to register notified products with BIS before they are sold in India. The packaging shows the BIS logo and a registration number, usually written as R-followed-by-digits.

BIS also licenses packaged drinking water under IS 14543 and packaged natural mineral water under IS 13428, runs laboratories for testing, and observes World Standards Day on 14 October each year. Some products such as helmets, pressure cookers, LPG cylinders and electrical wiring cable are subject to quality control orders that make the mark compulsory.

How to Check a BIS Licence in Under a Minute

BIS keeps a public record of licences. The BIS Care app and the BIS website let you search by the CM/L number printed next to the ISI mark, or by the Indian Standard number, and confirm the licensed manufacturer, the product and the standard it was tested against.

The same app has a section for hallmarked jewellery where a HUID can be verified. Both tools accept complaints, so a cable or helmet with a mark that does not check out can be reported with a photo of the marking. Keep the bill, since a purchase record helps in a consumer complaint.

BIS and Consumer Protection

A BIS mark is a promise by the manufacturer that the product conforms to a standard, backed by BIS testing and surveillance. It does not guarantee a product is the best in its class. It tells you that minimum safety and quality requirements were met when it was tested.

If a certified product fails and harms you, you can approach the consumer commission. Beyond BIS, consumer helplines, including the National Consumer Helpline, accept complaints about goods sold with false marks.

BIS sits in an office in Delhi, but its marks are on things bought every week. If you can read a CM/L number or a HUID, you can check a purity or safety claim yourself instead of relying on the packaging.

BIS Full Form: Common Questions

What is the full form of BIS?

BIS stands for Bureau of Indian Standards, India's national standards body under the Ministry of Consumer Affairs, Food and Public Distribution. It writes Indian Standards, licenses manufacturers to use the ISI mark and runs the hallmarking scheme for gold and silver jewellery.

What is the difference between an ISI mark and a BIS hallmark?

Both come from BIS but cover different things. The ISI mark certifies a manufactured product such as a cable, helmet or pack of water against an Indian Standard. A hallmark certifies the purity of a gold or silver article and is applied by a BIS-recognised hallmarking centre.

Is hallmarking of gold mandatory in India?

Yes, in the districts notified by the government. It started on 23 June 2021 in 256 districts and has been extended in phases. Each hallmarked piece carries a six-character HUID that can be checked in the BIS Care app.

How can I check if a product is genuinely BIS certified?

Look for the ISI mark with a CM/L licence number, then search that number in the BIS Care app or on the BIS website. The record shows the licensed manufacturer, the product and the Indian Standard it was tested against.

What does CRS mean on electronics?

CRS is the Compulsory Registration Scheme. Products on the notified list, such as many chargers, adaptors and LED lights, must carry a BIS registration number before sale in India.

How do I complain about a fake ISI mark?

Use the complaint option in the BIS Care app or write to the nearest BIS branch office with a photo of the marking, the bill and the seller's details. BIS can test the product and act against the licence holder or the person misusing the mark.
