What the Food Safety and Standards Authority of India does

The Food Safety and Standards Authority of India, called FSSAI, is the statutory body that sets food safety rules for the country. It was created under the Food Safety and Standards Act, 2006, works under the Ministry of Health and Family Welfare, and is headquartered in New Delhi.

Its three main duties are setting science-based standards for food, licensing food businesses, and checking compliance through inspections and laboratory tests. Before the Act, food rules were scattered across laws such as the Prevention of Food Adulteration Act, 1954 and several orders on oils, fruit products and meat. The 2006 Act replaced that patchwork with a single law.

The standards cover permitted additives and colours, limits for pesticide residues and heavy metals, microbiological safety, hygiene on premises and packaging material, so regulation runs from the processing unit to the label on the shelf.

Which FSSAI registration or licence you need

Every food business, whether a manufacturer, transporter, shop, restaurant, caterer or street vendor, needs registration or a licence. The type depends mainly on annual turnover and the kind of business.

Basic Registration is for small operators with turnover up to 12 lakh rupees a year, including many hawkers and home-based sellers. A food maker may also hold MSME registration, but that is a separate registration and does not replace the FSSAI one. A State Licence applies to medium businesses with turnover from 12 lakh to 20 crore rupees. A Central Licence applies above 20 crore rupees, and also to importers, exporters and certain large operators. Rules for some categories, such as dairy, meat and e-commerce food sellers, differ, so check the current FSSAI regulations for your product.

Applications are made on the FoSCoS portal, where you upload documents, pay the fee and wait for any inspection by a food safety officer. A licence can be taken for one to five years. Renew before expiry. Late renewal attracts a fee under the current rules.

Reading a compliant food label

Packaged food labels follow FSSAI's labelling rules: product name, ingredients in descending order by weight, nutrition information, allergen declaration where relevant, net quantity, MRP, batch number, manufacture and expiry or best-before dates, and the manufacturer's name and address.

The label also carries a green dot for vegetarian food or a brown dot for non-vegetarian food, the FSSAI logo with a 14-digit licence or registration number, and the fortification logo on foods enriched with nutrients such as iron, folic acid or vitamin B12. That 14-digit number is the quickest check a shopper has, since it can be searched on the FSSAI website to see whether the licence is valid.

How violations are caught and punished

State food safety departments appoint food safety officers who inspect premises, collect samples and send them to notified laboratories. A sample that fails can lead to prosecution, a penalty, a recall or suspension of the licence. Sub-standard food usually attracts a monetary penalty, while unsafe food can lead to prison terms.

Running a food business without the required licence can mean imprisonment of up to six months and a fine of up to 5 lakh rupees under the Act. Before major festivals, state teams usually increase sampling of sweets, milk products and street food.

Eat Right India and FSSAI's public programmes

FSSAI also runs public health campaigns. Eat Right India pushes households, campuses and workplaces towards safe, healthy eating, with attention to salt, sugar, oil and trans fat. A hygiene rating scheme and Clean Street Food Hub certification recognise places that meet basic standards.

Its training programme, FoSTaC, certifies food safety supervisors and handlers working in kitchens and factories. These programmes matter because people eat outside the home constantly, while inspectors can visit only a fraction of those outlets.

Applying for a licence step by step

First decide your category: Basic Registration, State Licence or Central Licence. Create an account on FoSCoS and fill in the form with the business details, the kind of food handled and the premises address.

Documents commonly asked for include a photo ID, a GST registration where one exists, proof of the right to use the premises, a food safety management plan for licensed businesses, and a list of products. After the fee is paid, the department may inspect the premises before issuing the licence. Display the certificate at your place of business, and print the licence number on every packet you sell.

For a shopper, the FSSAI logo and 14-digit number on a packet are a practical first check. For a seller, registration decides whether the product can legally be sold at all. Check the number and the expiry date, and report doubtful labels to your state food safety office.
