How the name and the grouping developed

BIMSTEC was formed by the Bangkok Declaration of 6 June 1997, first as BIST-EC (Bangladesh, India, Sri Lanka and Thailand Economic Cooperation). Myanmar was admitted on 22 December 1997 and the name became BIMST-EC. When Nepal and Bhutan joined in 2004 it became the Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation.

A permanent secretariat opened in Dhaka in 2014. A charter adopted at the fifth summit in Colombo in 2022 gave the organisation its legal basis. The sixth summit was held in Bangkok in April 2025.

The seven member countries

The members are Bangladesh, Bhutan, India, Myanmar, Nepal, Sri Lanka and Thailand. Five of them touch the Bay of Bengal, while landlocked Nepal and Bhutan are part of the grouping because of their trade and transit links with India and Bangladesh.

Together they have around 1.7 to 1.8 billion people. Unlike SAARC, BIMSTEC does not include Pakistan. It is often described as a bridge between South Asia and Southeast Asia, since Myanmar and Thailand link it to ASEAN countries.

Myanmar's political crisis since 2021 has slowed road and pipeline links that must cross its territory, which is a continuing problem for the connectivity agenda.

Sectors of cooperation and what has actually been built

BIMSTEC started with six sectors: trade and investment, technology, energy, transport and communication, tourism and fisheries. These grew to fourteen and were reorganised in 2021 with member states taking the lead in particular areas, India leading security cooperation, including counter-terrorism and disaster management.

Transport is the most concrete. A master plan for transport connectivity was endorsed in 2022, and projects such as the India-Myanmar-Thailand Trilateral Highway and India's Kaladan Multi-Modal Transit Transport Project aim to connect the north-eastern states with ports and markets to the east.

Trade has moved slowly. Talks on a BIMSTEC free trade agreement have run for years without completion, so members still trade mainly on bilateral terms.

Why India leans on BIMSTEC rather than SAARC

SAARC, founded in 1985 with eight South Asian members, has not held a summit since Kathmandu in 2014, mainly because of tensions between India and Pakistan. BIMSTEC has no such obstacle, so India treats it as a working forum.

It fits two themes of Indian foreign policy: Neighbourhood First for the immediate region and Act East for links with Southeast Asia. India invited BIMSTEC leaders to an outreach summit alongside BRICS in Goa in October 2016 and has pushed for cooperation on connectivity, security and disaster management.

BIMSTEC in exams and the Bay of Bengal's weight

For UPSC and state civil services, the standard facts are the full form, the seven members, the 1997 founding, the Dhaka secretariat and the contrast with SAARC. Questions on the Colombo charter and the sixth summit are likely too.

The Bay itself matters. Sea lanes through it carry a large share of India's trade, and cooperation on disaster response, illegal fishing and maritime security gives the group substance beyond economics.

Summits and milestones in order

The Bangkok Declaration of June 1997 started the grouping. The first summit was held in Bangkok in 2004, the same year the present name was adopted. Later summits were held in India, Myanmar, Nepal and Sri Lanka. The fourth, in Kathmandu in 2018, and the fifth, held online from Colombo in 2022, adopted the charter. A sixth summit was held in Bangkok in 2025.

For revision, remember three facts: it began as a four-country group, it grew to seven, and it has a permanent secretariat in Dhaka. Students often mix it with ASEAN and SAARC, so keep the table simple: BIMSTEC is around the Bay of Bengal, SAARC is South Asian, ASEAN is Southeast Asian.

Questions also ask which members are landlocked. The answer is Nepal and Bhutan. Another standard question asks which BIMSTEC members are not part of SAARC: only Myanmar and Thailand.

One more point: BIMSTEC has a charter but no free trade agreement in force, so any answer that calls it a trading bloc should be qualified.

Exam writers should also remember that ASEAN is a separate body with ten members, and that India engages with it through Act East policy.

BIMSTEC is a seven-country forum with a Dhaka secretariat, a 2022 charter and a growing agenda on connectivity and security. For Indian students it is the regional grouping most likely to be set against SAARC in an exam.

Why is BIMSTEC also called a bridge between South and Southeast Asia?
